Recharge Wrap-up: California breaks ground on high-speed rail, Ford launches global mobility experiments

California has celebrated the groundbreaking of the country's first high-speed rail system. The ceremony took place in Fresno, in the San Joaquin Valley, situated along the line's initial route through California's Central Valley. The train will travel at speeds of up to 220 miles per hour, delivering passengers from San Francisco to LA in less than three hours when finished by 2029. California eventually plans to extend high-speed rail service north to Sacramento and south to San Diego, with a total of 24 stations. The project is expected to cost a total of $68 billion, but could potentially ease road and air traffic, as well as the pollution that comes with it. Ford outlined its Smart Mobility Plan at the 2015 Consumer Electronics Show in Las Vegas. It includes 25 global mobility experiments designed to provide insights into the future of transportation needs around the world. "We see a world where vehicles talk to one another, drivers and vehicles communicate with the city infrastructure to relieve congestion, and people routinely share vehicles or multiple forms of transportation for their daily commute," says Ford President and CEO Mark Fields. The mobility experiments include carsharing programs in Michigan, London, Germany and India, a fast-charging infrastructure experiment, a shuttle service in New York and London and even a cycling focused data program in Palo Alto. NHTSA opens investigation into Ford Explorer PI brakes

This year more than most, it's pleasant when we can string together a few days without word of an automaker or the National Highway Traffic Safety Administration announcing a bunch of new recalls. It's seemingly been a little quiet on this front lately (barring a spider-related Suzuki issue revealed early today), but now we have word of the government safety agency opening a Preliminary Evaluation into the 2013 Ford Explorer Police Interceptor, a probe that could potentially affect an estimated 20,000 vehicles.
The issue being investigated concerns failures of the front brake hose on the vehicle that show "small splits in the hoses near the body side ferrule of the hose assembly," according to the agency, and the issue could result in longer stopping distances. The feds have reports of 13 malfunctions affecting 11 Explorer units. However, it's important to note that all of the incidents come from a single, unnamed metropolitan police fleet that operates 46 of them. According to The Detroit News, the failures generally took place between December and July.
NHTSA is investigating further to find if this is a more widespread issue than just this one fleet. Ford spokesperson Kelli Felker confirmed to us, "We are cooperating with NHTSA on this investigation, as we always do." Scroll down to read the agency's report.

Ford's Simple Suit Makes You Feel Like A Drunk Driver

We've all heard about the dangers of drunk driving for practically our entire lives. Whether it's from PSAs on TV or lectures in school, no one can claim ignorance of drunk driving being extremely dangerous. However, that doesn't prevent some people from still doing it. Ford is trying to take the safety message directly to young drivers with a special suit that allows them to simulate driving under the influence. It is all part of Ford's Driving Skills for Life program that gives free driving education to young people. The program is meant to "train kids in skills they don't learn in driver's ed," said Kelli Felker, Ford Safety Communications Manager, to Autoblog. The drivers don a few items to impair their senses and make them off-balance to simulate having a few too many drinks and then go out on a closed course with an instructor to see the effects. Felker said that the suit is a new part of the program, and Ford just received the outfit in the US. It will be incorporated into the training here in the late spring or early summer.
