Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

Currently, there is no sanctioned way to record lap times or verify production-spec cars - a lesson we recently learned with the 2015 Nissan GT-R Nismo - and until there is a way to do so (and there probably never will be), we'll never officially know the actual time it took for Ford to lap the 'Ring with its ultra-powerful Shelby GT500.
After posting a Ford-made video of a 2013 GT500 running around the 'Ring, the guys over at SVTPerformance.com (an enthusiasts forum not affiliated with Ford or SVT) wanted more answers. They got in touch with Ford's Global Performance Vehicle Chief Engineer Jamal Hameedi, who said until there is a way to verify the times and inspect the cars, Ford will not get involved with lap-time wars. In the email, Hameedi pointed out that the 'Ring is a useful tool in that it allows a wide spectrum of track conditions, but until there is a governed way to record times, there is no way to accurately compare cars head-to-head.
And as much as some may not like it, Hameedi speaks the truth. It really isn't possible to compare times from one car to another, unless those cars were lapping the same track at the same time with the same driver. But there are some there just for enthusiasts. We're talking about systems like automatic throttle blipping for perfect downshifts, or launch control to get that textbook acceleration from a standstill. But the latest system could prove just the opposite of the latter.
Although it has given us most of the details, Ford is still keeping certain elements of its new Mustang secret. But emerging reports may have the skinny on one system which Ford is trying is darnedest to keep under its hat for the time being. That, according to unnamed sources cited by Motor Authority, is burnout control.
The system is reportedly designed to help novices execute the perfect smokey burnout - sort of like launch control, but specifically the opposite. The system could, according to elaborative speculation, lock the front brakes while spooling up the engine to optimal revolutions before dumping (or indicating the driver to do dump) the clutch. A cloud of tire smoke and a long pair of skid marks would then ensue.
