Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Ferrari planning six-cylinder Dino revival?

Ferrari swore up and down when it was developing the California that it wouldn't be an "entry-level" model. Whether that ultimately proved to be the case or not is up for debate, but it seems that the Prancing Horse marque is now preparing to launch a properly more accessible model in the near future. According to Motor Trend, Maranello is working on a new six-cylinder sports car to serve as the point of entry for new customers – especially in China. Tax implications there could mean the V6 would displace less than 3.0 liters, but likely pack a pair of turbochargers to ensure that output and performance live up to the Ferrari standard. Tipped to arrive in 2019, the six-cylinder model could materialize as a revival of sorts of the Dino line. Named after Enzo Ferrari's first-born son, the Dino sub-brand used mostly six-cylinder engines to take on the Porsche 911 on and off the track. The Dino 206 GT emerged in 1968, evolved into the larger-displacement 246 the following year and ultimately gave way to the very different, eight-cylinder, four-seat 308 GT4 in 1973, later to be rebadged as a proper Ferrari once the Dino brand was put to rest in '76. It's worth noting that Ferrari developed the 3.0-liter twin-turbo V6 for the Maserati Ghibli and Quattroporte, which would presumably serve as the basis for the new entry-level Ferrari. Though FCA typically endeavors to keep its brands from competing directly with one another, Maserati is due to release a production version of the Alfieri sports car concept within the next couple of years, powered by that same engine, and could share its underpinnings with the Ferrari model in question. The six-cylinder Prancing Horse could carry a price tag of around $180,000 to take on the likes of the Porsche 911 Turbo, Mercedes-AMG GT, Audi R8 and the Sports Series which McLaren just kicked off with its new entry-level 570S. Lewis Hamilton came to Monaco with a new three-year deal with Mercedes-AMG Petronas and a vow to not let anything, including any "mistakes" by teammate Nico Rosberg, stand in the way of his best qualifying effort. Mercedes reportedly made it rain with a 100-million-pound deal, and Hamilton made it rain right back with his first pole position at Monaco. Rosberg did make a mistake but this time it was behind Hamilton, which meant he stuffed-up the qualifying attempts of rival drivers like Sebastian Vettel. So Rosberg starts second, 0.342 behind Hamilton but 0.449 ahead of Vettel in the Ferrari. Daniel Ricciardo thinks he should have been third, but a communication error with his engineers left him in the wrong engine setting for his final hot lap, so by the very first corner he'd lost the time he would have needed to get higher than fourth on the grid. The second Infiniti Red Bull Racing of Daniil Kvyat slots in behind him, ahead of the second Ferrari of Kimi "Not A Very Happy Day" Raikkonen, who just can't get it going lately. Sergio Perez did for the Sahara Force India what the car can't do on its own, which is grab a top-ten qualifying spot. Toro Rosso rookie Carlos Sainz had qualified eighth but missed a call to the weigh bridge, so he's been slapped into the pit lane. Pastor Maldonado in the Lotus inherits his eighth place, ahead of rookie Max Verstappen in the second Toro Rosso, and Jenson Button in the McLaren. Button only got up there because of two penalties: for Sainz, and Romain Grosjean who had qualified 11th but took a penalty for a gearbox change.
