Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Dodge Challenger Shakedown: '71 body, new guts

While Jeep has created a number of vintage-bodied custom vehicles with modern components, this year's SEMA show plays host to Dodge's take on the idea. The Shakedown concept began life as a 1971 Challenger and ditched almost everything in it, including the engine and chassis. What's left is a modern car with a retro look. The chassis was a particularly complicated part of the job, since the Challenger was originally a unibody car. However, Dodge chose to separate the Challenger's iconic body from its structural parts, and moved it onto a custom, one-off chassis from which the body can be removed as needed. The chassis also carries lowered suspension, Challenger Hellcat brakes, and a 6.4-liter 392 Hemi V8 connected to a six-speed manual transmission from the Viper. Dodge also installed the engine using the new Hemi engine swap kit from Mopar. With the shaker cold-air intake and custom exhaust, the Shakedown's powerplant makes 485 horsepower. View 13 Photos The body itself received plenty of tweaking as well. Dodge shaved off the drip rails, door handles, and turn signals for a cleaner look, and also fitted the grille, headlights, and taillights from a 2017 Challenger. The whole thing is finished in matte black paint with a "vibrating" stripe offset on the left side. The Shakedown also gets 20-inch Slingshot rear wheels and a pair of custom 19-inch versions for the front. On each fender is a bright red "392" decal that uses the same font as the labels on classic Mopars 360 cubic-inch V8s. Inside, the Shakedown gets the same radical upgrade as the chassis. Two Viper seats accompany a Viper steering wheel, and the rear seats are gone altogether. The Viper gearbox is shifted with a Challenger Hellcat gear knob, and carbon-fiber accents and leather adorn the wheel, door panels, instrument panel and center console. Corvette Z06 and Viper TA square off at the strip

There are many long-standing grudge matches among automobiles: 911 vs GT-R, Mustang vs Camaro, Ferrari vs Lamborghini... but as far as high-end American metal goes, it doesn't get much more legendary than Viper vs 'Vette. So after Chevy released the new Corvette Z06, we knew it was only a matter of time before it would have to square off against the Viper TA. And what better place to pit these two parallel pillars of American performance than on the drag strip? Fortunately that's just what we have here. In one corner, the 2014 Dodge Viper TA, with its 8.4-liter V10 pumping out 640 horsepower and 600 pound-feet of torque. In the other, the 2015 Chevrolet Corvette Z06, the supercharger on its 6.2-liter V8 more than making up for the discrepancy in displacement and cylinder count to produce 650 hp and just as much torque. But numbers don't tell the whole story, so watch the video clip to see which reaches the end of the quarter-mile first.
