FCA nears plea deal in diesel emissions fraud probe

Fiat Chrysler Automobiles (FCA) is nearing an agreement to plead guilty to criminal conduct to resolve a multiyear emissions fraud probe surrounding Ram pickup trucks and Jeep sport-utility vehicles with diesel engines, people familiar with the matter said. FCA lawyers and U.S. Justice Department officials are brokering a plea deal that could be unveiled in coming weeks and include financial penalties totaling between $250 million and $300 million, the people said. Such a resolution with FCA, which is now part of Stellantis NV, would come more than four years after Volkswagen AG pleaded guilty to criminal charges  to resolve its own diesel-emissions scandal involving nearly 600,000 vehicles.It would also mark the final significant chapter in the government crackdown on automakers' emissions practices that was precipitated by Volkswagen's deception, which became known as "Dieselgate." The FCA investigation focuses on roughly 100,000 diesel-powered vehicles that allegedly evaded emissions requirements. The plea negotiations are fluid and some terms, including the size of any financial penalties, could change as discussions continue, the people said. Justice Department officials are preparing paperwork that will likely be negotiated with FCA to finalize the plea deal, which could result in changes and also present an outside chance for the agreement to fall apart, the people said. A plea agreement would cap a series of investigations dating back to 2015 surrounding diesel-powered vehicles in FCA's U.S. lineup. The current criminal investigation targets the U.S unit of the Italian-American automaker. The affected vehicles span model years 2014 to 2016. Representatives for FCA parent Stellantis and the Justice Department declined to comment. The scandals over emissions cheating tarnished diesel technology and accelerated the industry's shift to electric vehicles. The European automakers had promoted "clean diesel" technology as a way to reduce carbon dioxide emissions and ease a transition to an all-electric future. When regulators on both sides of the Atlantic uncovered evidence that diesel vehicles polluted far more in real world driving, the argument for a slower transition to battery electric vehicles was shredded. Now, automakers are accelerating battery electric vehicle development to comply with tougher, post-Dieselgate pollution standards.

Stellantis and LG announce Canadian EV battery joint venture

SEOUL — South Korean battery giant LG Energy Solution (LGES) said on Wednesday it plans to invest $1.5 billion to set up a joint venture with Stellantis in Canada. LGES owns 51% of the joint venture, tentatively named "LGES-STLA JV" and Stellantis owns 49%, LGES said in a regulatory filing. In October, LGES and Stellantis NV struck an electric vehicle (EV) battery production joint venture, targeting to start production by the first quarter of 2024 and aiming to have an annual production capacity of 40 gigawatt hours of batteries. In a separate regulatory filing, LGES said it plans to acquire a stake worth $542 million in ES America to respond to demand from EV startups in the United States. LGES is considering building a factory in Arizona to meet demand in the United States, two people familiar with the matter told Reuters, adding that the plant is expected to primarily produce cylindrical battery cells. LGES has its own factory in Michigan and two battery joint ventures with General Motors in Ohio and Tennessee. "We are considering a new production site, but nothing has been decided yet," said a spokesperson at LGES. LGES, which counts Tesla, GM and Volkswagen among its customers, currently has battery production sites in the United States, China, Poland, Indonesia and South Korea. How to tune a car right: Part 3, tuning Mopar with OST Dyno

Not long ago, I wrote a story about a pony car tuned with a supercharger. The blower install had been done properly. Then the car's owner bolted on a set of great looking wheels wrapped in good looking but inexpensive rubber. On my first test drive, I couldn't get any of that supercharged sweetness to the ground. It was the perfect ride for parking in a Burger King parking lot on a Friday night. I tooled around on a Sunday drive, shaking my head that someone had spent five figures to get more power the right way, with a clean install, then wiped out the gains so thoroughly that the stock engine would likely have overwhelmed the tires. This got me thinking about the ways people ruin their quest for horsepower, either on the front end by not insisting on a clean install and paying the money for it, or on the back end with supplemental purchases like cheap tires or cheap gas. So I called three tuners, one focused on GM, one on Mopar, one on Ford, to find out what people should know about how to get the best power for their goals, and how to make sure they are able to use all that power. The first interview in this three-part series was with Blake Leonard at Top Speed Cincy in Cincinnati, Ohio, the second with Brandon Alsept at BA Motorsports in Milford, Ohio. Do people who come to OST generally know what they want? Probably 80% of the people who come in simply want more power with no particular ET goal [ET is a kind of bracket handicapped drag racing – ed.]. WhatÂ’s the best way to start a Mopar tune? The first thing is what people often skip, and that's to find a tuner or a shop. People will throw parts on their cars that the Internet said to, then go to a tuner who does things a different way, and [the tuner is] like ‘No we don't like to use these injectors, we don't like these parts.Â’ You have to find someone familiar with the parts that are on your car or that you're planning to put on your car. So having a goal and then finding a tuner who can help you with that goal is proper way to start. Exactly. And a lot of tuners have their own formula – and when I say tuner I mean someone that also does work to the cars.
