GM seeks national mandate for zero-emissions cars

DETROIT — General Motors says it will ask the federal government for one national gas mileage standard, including a requirement that a percentage of auto companies' sales be zero-emissions vehicles. Mark Reuss, GM's executive vice president of product development, said the company will propose that a certain percentage of nationwide sales be made up of vehicles that run on electricity or hydrogen fuel cells. GM says a nationwide program modeled on such a requirement in California could result in 7 million electric vehicles, or EVs, on U.S. roads by 2030. California wants 15.4 percent of vehicle sales by 2025 to be EVs or other zero emission vehicles. Nine other states, including Maryland, Massachusetts, New Jersey and New York, have adopted those requirements. In January, California Governor Jerry Brown set a target of 5 million zero-emission vehicles in California by 2030. The Trump administration criticizes California's ZEV mandate, saying it requires automakers to spend tens of billions of dollars developing vehicles that most consumers do not want, only to sell them at a loss. Reuss told reporters that governments and industries in Asia and Europe "are working together to enact policies now to hasten the shift to an all-electric future. It's very simple: America has the opportunity to lead in the technologies of the future." A national mandate also would create jobs and reduce fuel consumption, CO2 emissions and "make EVs more affordable," Reuss added. GM, the nation's largest automaker, will spell out the request Friday in written comments on a Trump administration proposal to roll back Obama-era fuel economy and emissions standards, freezing them at 2020 levels instead of gradually making them tougher. Under a regulation finalized by the Environmental Protection Agency at the end of the Obama administration, the fleet of new automobiles would have to get 36 miles per gallon by 2025, 10 mpg higher than the current requirement. But the Trump administration's preferred plan is to freeze the standards starting in 2021. Administration officials say waiving the tougher fuel efficiency requirements would make vehicles more affordable, which would get safer cars into consumer hands more quickly. GM on Thursday said it doesn't support the freeze, but wants flexibility to deal with consumers' shift from cars to less-efficient SUVs and trucks.

Chevy Bolt 200-mile EV going into production near Detroit

Where there's smoke, there's fire, apparently. The rumors of the Chevy Bolt going into production have been proven correct, with an announcement this morning at the Chicago Auto Show that the 200-mile, all-electric Bolt will be built at the Orion Assembly facility near Detroit. GM didn't say exactly when the Bolt will be built, but GM North America president Alan Batey said in a statement that, "We are moving quickly because of its potential to completely shake up the status quo for electric vehicles." He's not kidding. GM is talking about a $30,000 price tag for an EV that can do twice as many electric miles as any non-Tesla mass-production EV today. Previous hints have the Bolt starting production next year for a market debut in 2017, and with all of the accuracy we've seen from these secret releases up to now, we're going to say this is probably accurate until we hear otherwise. We still have questions about the price tag, but for now we'll try to track down more information here in Chicago. It will be built at General Motors' Orion Assembly facility near Detroit. GM North America President Alan Batey made the announcement ahead of the Chicago Auto Show. The Bolt EV concept was introduced last month at the North American International Auto Show in Detroit. Leveraging the industry-leading battery technology found in the Chevrolet Volt and Spark EV, the Bolt EV concept was developed as a game-changing, long-range pure electric for all 50 states, designed to offer more than a GM-estimated 200 miles of range at a target price of around $30,000. The progressively styled concept vehicle features selectable driving modes for preferred driving styles, such as daily commuting, and it was designed to support DC fast charging. Recharge Wrap-up: Tesla P85D upgrades coming soon, lease a Chevy Volt for $149 a month

CarCharging has raised $6 million from shareholders and has restructured to save cash. The EV charging company plans to expand further in 2015 - with an eye toward achieving profitability - in part by investing in technology and "unlocking the value of our significant equipment inventory," says CarCharging CEO Michael D. Farkas. The group expects to reduce administrative costs by 40 percent, and has hired an interim Chief Financial Officer to help carry out its plans for growth. Rydell Chevrolet in Los Angeles is offering Chevrolet Volt leases for $149 per month. In a video ad, Rydell offers the Volt for $169 a month with $3,390 due at signing, but another ad shows the offer at $149 a month with $3,550 down or $248 per month with $0 down. Tesla will upgrade the Model S P85D with higher performance and top speed. The free update, which is due "in the next few months" according to a statement from Tesla, will raise the electronically limited top speed from 130 to 155 miles per hour. "Additionally, an over-the-air firmware upgrade to the power electronics will improve P85D performance at high speed above what anyone outside Tesla has experienced to date," Tesla says.
