Recharge Wrap-up: Renault Zoe recall, Proterra buses log 2M miles

Renault is recalling 10,649 examples of its Zoe electric car for potential brake hose failure. Cars built at the company's Flins factory between the Zoe's 2012 introduction and October 6, 2014 - a quarter of all Zoes ever built - are subject to the recall, though no accidents have been reported from rupturing brake lines. Recalled vehicles will have the brake hose positions inspected and, if need be, fixed. Read more from Reuters. Proposed legislation in Massachusetts would make the state even more EV friendly. While the state already encourages EV adoption with a $2,500 rebate incentive, the new bill would give battery electric vehicle drivers HOV lane access. Additionally it would set up a standard building code for EV chargers, and allow EV-only parking spaces. "With decreased gas prices, a 10 percent increase in vehicle miles traveled over the last 20 years, and a carpool rate below the national average, we must address personal vehicle use directly as part of our transportation emissions reduction strategy," says Rep. Seamless operation, peppiness, and a nice suite of equipment make it a top choice for the publication. "The 2016 Chevrolet Volt is all new, inside and out, and takes the plug-in hybrid segment to another level, thanks to its increased EV range, updated cabin, and more efficient gas-powered engine," writes Daily News Autos writer (and all-around good guy) Nick Kurczewski. Proterra electric buses have accumulated 2 million miles of revenue service. That equals 3,800 tons of carbon emissions that have been prevented and 420,000 gallons of fuel unburned. Proterra says it has 63 buses in service in 15 cities, and that it is ramping up production to meet growing demand. "This latest milestone exemplifies the economic, environmental and civic value of electric mass transit," says Proterra CEO Ryan Popple, "and demonstrates to the transit agencies that diesel - often viewed as a necessary evil - is no longer necessary." Next Chevy Volt will be 2016 model and ride on new chassis

What do we know about the 2016 Chevy Volt? Well, for now, all we can do is try to put the puzzle together without the box. Thankfully, a new batch of pieces has arrived from a new report in Edmunds, which says that the 2016 model year will introduce the second generation of a car that hasn't been dramatically updated since it went on sale in 2010. The new Volt is getting an "evolutionary styling change" and will ride on a new front-drive platform that has been developed by General Motors. GM's Kevin Kelly told AutoblogGreen that he has "no comment on future products," but he did acknowledge that Chevrolet is working on a second-generation Volt, "but I can't say anything about timing." Everybody already knew that a next-gen Volt is coming, so that's not a surprise. What we don't know is any real concrete information on the car itself. The few tidbits of information we do have help define the outlines of the next version of Chevy's halo car, but they're not confirmed yet. For the record, they range from the eye-raising (a $10,000 price drop) to the logical (20 percent more electric range). We can't see the whole picture yet, but the pieces do point to the 2016 Volt, which would be released next year sometime, being a much bigger deal than the last update, when the Volt's range was increased by three electric miles thanks to a battery capacity increase of 16 kWh to 16.5.

GM won't pay owners of recalled cars for lost value

Kenneth Feinberg, the man in charge of the General Motors compensation fund dealing with the its widespread ignition switch woes, has issued an informal, two-letter response to the plaintiffs in more than 70 lawsuits seeking redress for lost resale value of their Cobalts: "No." The cases were recently combined into one, but Feinberg told The Detroit News that the fund will deal "only with death and physical injury claims," and that "perceived diminished value" will get no consideration.
ALG, the firm specializing in establishing residual values, determined that Cobalt owners had lost $300 compared to the segment competition and doesn't envision any long-term effects from the recall situation. Feinberg's statement comes in advance of public details on how the compensation fund will work and adheres to GM's long-held position on the matter. The company has already asked a judge to throw out such suits using the pre-bankruptcy defense, even as it stopped using that defense in cases of injury and death.
With plenty of potential gain from the GM suit, however, don't expect the plaintiffs to give up yet. When Toyota was sued for the same reason during the unintended acceleration debacle, it eventually settled the case for between $1 billion and $1.4 billion just to get it over with. Since the 85 law firms involved in the Toyota litigation took home more than $250 million of that total, we shouldn't expect the attorneys to give up on a GM payout, either.
