Indianapolis will deploy 425 battery electric and plug-in hybrid vehicles as part of its municipal fleet by 2016. The fleet will include such cars as the Nissan Leaf, Chevrolet Volt and Ford Fusion Energi. The city will also reduce its overall fleet by 100 vehicles. In all, the revised group - called the "Freedom Fleet" - will save $8.7 million and 2.2 million gallons of gasoline over 10 years. Read more at Hybrid Cars. EVs with longer range would make vehicle-to-home and vehicle-to-grid energy management systems more practical for the US. The idea of using EVs as energy storage for emergencies or times of high grid demand is currently being tested in Japan with Nissan's Leaf-to-Home system. The US is also interested in such capabilities, but the higher average energy use of American households would make larger batteries in EVs ideal for grid storage applications. The factory, when constructed, will have a capacity of producing batteries for 100,000 cars per year according to the Korean company. The plant will supply batteries for Chinese automakers such as SAIC and Qoros. Construction is expected to be finished by the end of 2015 and LG Chem expects revenue of more than $933 million by 2020. Read more in the press release below. General Motors is using adhesive used in the Chevrolet Corvette Stingray to create habitat for threatened bat species. Artificial bat caves could help alleviate white-nose fungus that leads to diminished bat populations. Leftover adhesive is used to create stalactites in the artificial caves, allowing them more structure to hang from. Recharge Wrap-up: Chevy teases Bolt driving range, China pursues EV subsidy cheaters

Chevy is teasing the Bolt's driving range, which it is set to reveal on Tuesday. It will certainly be able to travel more than 200 miles between charges, but the second and third digits in that value, as it stands today, are still question marks. On its Facebook page, Chevrolet is asking fans to try to guess the official range. Of course, Tesla fans have already started posting their own snide remarks in the comments. Chevy fans are certainly hoping to see the Bolt's range eclipse that of Tesla's upcoming Model 3, which the California-based automaker puts at 215 miles. Fuel cell company PowerCell Sweden says it has signed an agreement with a Chinese company to make range extenders for commercial trucks. The unnamed Chinese customer has placed an order and signed a memorandum of understanding with PowerCell Sweden, and the partners will develop methanol reformer fuel cell range extenders for electric distribution trucks. "Our unique expertise in fuel cells and reformer technology is receiving an increasing attention worldwide and we are truly pleased to get another Chinese order," says PowerCell Sweden Sales Director Andreas Boden. After the country's Ministry of Finance penalized five companies with fines and, in one case, revocation of production license for subsidy cheats, China has since named 20 more potential violators, including Nissan, Hyundai, JAC, and a subsidiary of BYD. Of the first five companies to be punished under the investigation, Suzhou Gemsea Coach Manufacturing is having its production license revoked, while four others, including a subsidiary of Chery, are being fined for about half of the subsidies received. Chevy Volt gets customer satisfaction 'recall' for rear hatch issue *UPDATE*

Last week, General Motors has issued a "Customer Satisfaction program" for some 2011-2015 model year Chevrolet Volts to fix the manual rear lift gate not working as appropriate. According to Volt owner posts on Facebook, the problem manifests itself by the hatch not opening up all the way (sometimes worse in the cold) with some people bumping their heads. Dealers will replace the lift gate struts as part of the program. Some drivers were notified through the vehicle's OnStar system that there is a problem. GM has not yet said how many Volts are affected. *UPDATE* This program is for all 2011-2015 model year Volts. Chevrolet spokesperson Michelle Malcho told AutoblogGreen that, "This is not a recall, so there won't be any formal information posted on the GM website." The fixes will be free to affected Volt owners. Some 2010-2015 Cadillac SRX vehicles are also affected by the same problem and will also be fixed.
