GM recalling 1.5M cars in China for faulty bracket

General Motors and its Chinese partners have announced their second recall in the People's Republic this year, following a 2,653-unit recall of the Cadillac SRX earlier this year. This latest recall affects nearly 1.5 million cars built between 2006 and 2012. It's not explicitly stated, but as there's no movement from the US NHTSA, we suspect that the cars in question were all Chinese-built rather than imports.
The vast majority of the affected vehicles are Buick Excelles (pictured), with 1.2 million units being recalled over a faulty bracket that's meant to secure the fuel pump. The Excelles in question were built between 2006 and 2012, while an additional 250,000 Chevrolet Sail superminis, built between April 2009 and October 2011, are being recalled for a similar reason.
According to the PRC's Administration for Quality Supervision, Inspection and Quarantine, the faulty bracket could crack and potentially cause a fuel leak.

GM admits goal of 500,000 EVs by 2017 won't be met

After a little over four years of Chevy Volt sales, General Motors has a better handle on how many people it expects will buy cars with plugs. And it's less than the company thought back in 2012, when then-senior vice president of global product development, Mary Barra, said that GM expected to sell 500,000 "vehicles with electrification" by 2017. In a sustainability report released this week, GM says that half-million vehicle target will not be met but that it still, "believes the future is electric." In the report, GM says that, "For our commitment to electrification, our forecasted outlook currently projects us, along with the broader automotive industry, falling short of expectations for 2017. ... We continue to aspire to our stated goal." GM's electric lineup includes the Volt, the recently popular Spark EV, the slow-selling Cadillac ELR and upcoming Malibu Hybrid, CT6 plug-in hybrid and eAssist technology in the Buick LaCrosse and Regal. GM says it has 180,834 electrified vehicles on the road in the US today. In 2013, it had 153,034; 95,578 in 2012, and 39,843 in 2011. The company's next big plug-in vehicle will be the second-gen Chevy Volt, which is coming to market later this year, followed by the 200-mile Bolt EV coming, we think, in 2017. Buick Encore takes a hit of Mokka to tackle Dakar

There are many vehicles we'd consider taking racing. Even on a cross-country rally as punishing as the Dakar. But a Buick Encore? That's not one that would enter our motorsports-based consciousness. Yet it's basically what General Motors is entering in the South American rally raid this year, and you're looking at it.
Unveiled at the Moscow Motor Show, this rally machine is based on (or at least billed as) an Opel Mokka - the name that GM's European brand applies to the vehicle Americans know as the Encore, Buick's subcompact crossover. Only it's obviously been extensively modified. It's got a ten-inch raised suspension, a 137-gallon fuel tank, carbon-fiber bodywork and... hold on, we're sure we're missing something here. Oh, right: a 6.2-liter V8 kicking out 340 horsepower and 487 pound-feet of torque to all four wheels through a six-speed sequential gearbox.
In other words, this is not the same Encore (or Mokka) you can pick up at your local Buick, Opel or Vauxhall dealership. It's not even close. It's not even recognizable as such, really. It was unveiled alongside a more sedate Opel Mokka Moscow Edition and a slew of other local debuts for the Opel brand that you can read more about in the (translated and original) Russian press release below.
