Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. New Forza 6 car pack adds 1,000 hp German race truck

Today, Forza Motorsport 6 continues its pattern of monthly updates with seven new cars in the Turn 10 Select Car Pack. The diverse group of cars spans nearly 60 years of motoring history with a combination three street and four track cars from Germany, Italy, the UK, and the UK. Turn 10 Studios will also release an update that brings back Monza, Catalunya, and the Circuit of the Americas tracks. The seven vehicles in the pack are the 1957 BMW Isetta 300 Export, the 1969 Ford Brawner Hawk III, the 1980 Fiat 124 Sport Spider, the 2014 Jaguar #14 Emil Frey GT3 Jaguar XK, the 2014 Chevrolet #4 ROAL Motorsport RML Cruze TC1 WTCC, the 2015 Mercedes-Benz #24 Tankpool24 Racing Truck, and the 2015 McLaren 570S Coupe. The BMW, Fiat, and McLaren all represent iconic vehicles for their respective brands. While the BMW may not be fast and the McLaren is the baby of the brand, their importance can't be overstated. It also can't be a coincidence that Fiat is releasing an all-new 124 Spider, now based on the Mazda MX-5 Miata, just as Forza is adding in a version of the original. The racecars share a similar iconic nature. The Ford Brawner Hawk III won the 1969 Indianapolis 500 with Mario Andretti at the wheel. The team behind the GT3 XK has ties with Jaguar going back decades. The Chevrolet Cruze is one of the most successful cars in the history of the World Touring Car Championship. Finally, the Mercedes-Benz racing truck was added because the developers saw them in real life and thought racing these big trucks would be cool. Mini may not build electric cars in England due to Brexit

BMW will decide whether to build its new electric Mini in Britain or elsewhere by the end of September, its board member for sales told Reuters, in a test of the country's ability to continue to attract investment as it leaves the EU. Mini makes around 70 percent of its approximately 360,000 compact cars at its Oxford plant in southern England but the car industry is concerned about the effect any loss of unfettered access to the EU, its largest export market, could have on plants after Brexit. BMW is deciding between its English site, a plant in the Netherlands where it has built more of its conventional line-up in recent years, and its Germany plants at Leipzig and Regensburg for the new low-emissions variant. The firm's board member for sales told Reuters that the electric Mini investment, likely to be worth tens of millions of pounds, would come in the next three months and the board was currently considering a number of factors including Brexit. "One of the elements is what is the likelihood of a tax regime and if there's a tax regime, how would it apply," Ian Robertson said during an interview at the Goodwood Festival of Speed in southern England. "If you made the motor in a German plant and you then assembled the car in a British plant, and you took the cars back to the German market, then the duty that you would pay would be reclaimed," he said, in an example of the options companies are examining to plan for any duties or tariffs. The automaker is also looking into where the uptake of greener models is strongest and where the best supply chains are, he said. Britain could approve its first major electric battery hub in the next few weeks after officials in central England submitted proposals to ministers in May. But last month, the car industry issued its strongest warning yet on the need for politicians to strike a transitional Brexit deal after two-year talks to ensure unfettered trade is maintained. Uncertainty has also been heightened after a snap June 8 election which left Prime Minister Theresa May without a majority and has led to ministers in her administration hinting at different versions of Britain's likely post-Brexit future. Last year, May's administration helped secure two new models at Japanese carmaker Nissan's plant in the north of England after what a source said was a government promise of extra support to counter any loss of competitiveness caused by Brexit.
