Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Car dealers, factories and ports close in the path of Hurricane Florence

Hurricane Florence has caused CarMax to close four stores in North Carolina, South Carolina and Virginia. The closed locations are in Myrtle Beach, Charleston, Winterville and Virginia Beach. It is possible for the company to close more stores, reports Automotive News. Daimler and Volvo have also shuttered their manufacturing facilities in the region to prepare for Florence. The storm is expected to reach North Carolina and South Carolina today or tomorrow. Automotive News says every coastal car dealer it reached on Tuesday was closing, and others not in the projected landfall area were monitoring the situation. There are approximately nine million vehicles in operation in the area that Florence is expected to hit, with a vehicle density of 162 vehicles per square mile. It is likely that not as many vehicles will be lost as during hurricanes Harvey and Irma, as population is less dense; areas affected by those storms had over 300 vehicles per square mile. The chief economist of Cox Automotive told Automotive News that some 20,000 to 40,000 vehicles could end up flooded if Florence keeps its path; however, recent reports have indicated Florence has weakened to a category 2 hurricane on Thursday. Tesla has again unlocked more range for some of its older models to make evacuation easier; the same was done a year ago in preparation for Hurricane Irma. As well as automotive manufacturers and dealers, automotive transport providers are readying for the storm and clearing cargo away. The container and auto terminals at Port Charleston will be closed from Thursday to Saturday, affecting part shipments to the BMW manufacturing facility in Spartanburg; BMW's spokespersons have said no production disruption is expected. Parts are delivered via railroad to Spartanburg by Norfolk Southern, which is also suspending operations for the time being. Vehicle hauler United Road has moved its rigs to safer regions and suspended deliveries, and car carrier vessels are trying to make it away from the storm's path in time. BMW reveals M4 safety car with innovating water injection system [w/video]

Racing series don't just pick their safety cars at random, or use just whatever car is lying around. These days the car that sets the pace at the front of the pack is typically provided through consideration by a sponsor. In the MotoGP series, that's BMW and its M division, which have served up the Official Car of MotoGP since 1999. What you're looking at is the latest, and it packs some innovative technology on board. Aside from the matte black wrap with BMW's iconic striped livery, upgraded aero kit, retrofitted interior and emergency equipment, this BMW M4 coupe packs a new injection system under the hood. Only instead of injecting fuel, it injects water into the combustion chamber – something that wouldn't usually be recommended, but BMW insists actually aids in the combustion process. The idea is that the temperature of the air being mixed with the fuel inside the engine is usually hotter than ideal, so the system injects a fine mist of water into the collector in order to reduce the air's temperature... sort of like one of those hydrating misters at an amusement park or outdoor mall, but in an even hotter environment. The system brings the temperature of the air down to a more optimal temperature, helping it combust better. The process is said to yield a number of positive effects. For one, it reduces knocking. For another, it can make more out of lower-octane fuel where higher octane isn't available. It also can control the adverse effects of higher ambient temperature on the combustion process. But most of all, it increases output and reduce fuel consumption by around eight percent. Whether that eight percent is worth the added weight of the system – particularly with water pump and a 1.3-gallon tank in the trunk – is up for debate. But we'd imagine that the Bavarian engineers have weighed very carefully. Of course there's also the matter of refilling the water tank, which BMW says would be carried out whenever the safety car is refueled, but in real-world conditions would only necessitate attention once every five top-ups at the gas station. By now you might have guessed that BMW probably didn't develop this system just for the MotoGP safety car, and isn't planning on keeping it confined to the racetrack. Instead it's being tested and demonstrated on the safety car before being rolled out on production models in the future.
