Recharge Wrap-up: Renault ZOE wins Zenn Monte-Carlo Rally, BC revives EV rebates

Renault ZOE EVs took the top four places in the 2015 ZENN Monte-Carlo Rally. Renault's cars finished first in consumption, regularity and overall standings. ZOEs took the top four spots overall and in the regularity tests, and the top five places for consumption. Renault entered four teams - two with professional drivers (finishing first and second), one piloted by journalists (placing third) and another by bloggers (taking seventh place). Another individual team entered the race with their own ZOE and finished fourth overall. The electric vehicle race took place over 130 miles and seven and a half hours. Read more in the press release from Renault below. British Columbia has reinstated its Clean Energy Vehicle Incentive Program. Phase two of the program, which starts April 1, is expected to put another 1,700 plug-in cars on BC roads. It's funded by the province's Innovative Clean Energy Fund, which gets its money from carbon taxes. Customers can receive rebates of up to C$5,000 for EVs, while fuel cell vehicle customers could get back up to C$6,000. Drivers can also get up to $C3,250 for scrapping cars built before 2000. BMW is noticing increased sales of its i3 EV tied to government incentives for electric cars. "We can see a clear connection between sales figures and political initiatives," says BMW Group CEO Norbert Reithofer. "Wherever governments offer tangible incentives for e-mobility, the registration figures for the BMW i3 soar." Last year, BMW sold about 2,000 i3s in Norway and 3,000 in California. In Germany, where BMW only sold about 2,100 i3s, Riethofer suggests the government needs to do more to support clean cars. "The German carmakers have delivered their part of the bargain. Feds greenlight BMW X5 diesel sales for 2016 [UPDATE]

Update: The EPA also confirmed that the 2016 X5 diesel passed the tests in a statement: "EPA and the California Air Resources Board certified BMW's 2016 diesel X5. EPA is performing additional screening when it conducts confirmatory emissions tests before issuing a certificate. Our screening tests found no evidence of a defeat device in the 2016 BMW X5, concluding our certification review." The 2016 BMW X5 xDrive35d is the latest diesel model to pass rigorous emissions tests by the Environmental Protection Agency and prove that it doesn't circumvent regulations with a defeat device. The luxury SUV can now go on sale to customers, and BMW spokesman Hector Arellano-Belloc confirms to Autoblog the first of them should arrive at dealers around late January. The automaker previously delayed production of the new model at the Spartanburg plant until the EPA completed certification. Following Volkswagen's emissions cheating, the EPA, California Air Resources Board, and Environment Canada began stricter testing for diesel vehicles to ensure that they met regulations. The first models to get the additional scrutiny were the 2016 Chevrolet Colorado and GMC Canyon with the Duramax engine, and they passed with no problems. According to Reuters, the X5 diesel was the only other non-VW from the 2016 model year that the agencies needed to certify with this more rigorous evaluation. The 2016 X5 xDrive 35d starts at $58,695 after the $995 destination charge. A 3.0-liter six-cylinder engine sends 255 horsepower and 413 pound-feet of torque through an eight-speed automatic to the all-wheel drive system. BMW claims that the vehicle can reach 60 miles per hour in 6.5 seconds, and the 2015 model carries an EPA fuel economy rating of 24 miles per gallon city, 31 mpg highway, and 27 mpg combined. I absolutely love to travel, but man, do I hate flying. Not the act of flying itself, but air travel in general - slogging through the airport, dealing with security, fighting with delays, only to finally be crammed like cattle into a too-small airplane seat where you're offered $8 sandwiches that are half-frozen. (Okay, it's not always that bad, but still.)
So when I was tasked with attending the launch for the 2015 Subaru WRX STI in Carmel, CA, I had a choice to make. I could fly into San Francisco and find my own way down to Carmel, or I could grab a turbo-prop out of SFO and fly directly into Monterey. And since you're reading about all of this in a car review, it's pretty obvious which option I chose.
The current BMW 5 Series isn't a new car, despite receiving a couple of updates for the 2014 model year. But what is new is the 3.0-liter turbodiesel inline six-cylinder engine found underhood, borrowed from the larger X5 xDrive35d and also seen in the upcoming 740Ld xDrive. It's a honey of an engine, and here in the 5 Series, it makes for a truly first-class experience.
