Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW Active Tourer to hit US showrooms in 2015

It's been over a year since BMW unveiled the Concept Active Tourer at the Paris Motor Show, and another four months since it brought the concept back in Outdoor guise (pictured above). Now word has it that the Bavarian automaker is putting it into production.
Although production specs and dimensions have yet to be revealed, the Concept Active Tourer came in a bit smaller than the existing BMW X1. The production version is expected to be based on the same platform that underpins the new Mini hatchback revealed last week in LA, meaning that it will be predominantly front-drive, but an all-wheel-drive version could follow.
There will also be a longer version with a third row of seats, forming part of a new generation of front-drive BMWs to take on the likes of the Audi A1 and Mercedes-Benz A-Class family, of which the GLA will be the Active Tourer's most direct rival. Expect the Active Tourer to arrive in 2015 with a new front-drive sedan to follow in 2017 aimed particularly at the North American and Chinese markets.

BMW almost ready to roll out new 2 Series cabriolet

The 2 Series is a relatively new member of the BMW family, having been spun off of the 1 Series (itself one of the company's youngest lines) just last year. So far the range has been split between the Active Tourer and the 2 Series Coupe, but soon the latter will breed a new compact convertible to take the place of the outgoing 1 Series cabriolet, and here we have our best look at it yet.
Spied with the most minimal camouflage and its top down while undergoing its final rounds of development testing, this pre-production 2 Series cabrio looks about ready for show time. While the Active Tourer is based on a different front-drive platform, this convertible is, as you might have guessed, essentially a 2 Series Coupe with a folding fabric roof. That means rear-wheel drive (or potentially all-wheel drive if BMW extends its availability from the coupe to the convertible) win either 228i or M235i specification - both of them turbocharged, the former with a 240-horsepower, 2.0-liter four and the latter with the 320-hp, 3.0-liter inline-six.
Considering that BMW got an approximately $8k premium for the 1 Series convertible over the coupe, expect the 2 Series cabrio to start at a little over $40k for the 228i and top out at around $53k for the M235i xDrive convertible. That is, assuming BMW offers it in that top spec, because at that rate we're getting perilously close to the $54,900 base price of the 435i convertible.
