Aptly-named Hooligans motorcycle gang charged with stealing 150 Jeep Wranglers

Nine members of the Tijuana, Mexico-based Hooligans motorcycle gang are facing federal charges, accused of stealing 150 Jeep Wranglers in San Diego County, then moving them across the border, where they were sold or stripped for parts. "The joy ride is over for these Hooligans," said Deputy U.S. Attorney Mark Conover. "For many of us, our cars are our most valuable possessions," he said. "These arrests have put the brakes on an organization that has victimized neighborhoods in a different way, by stealing something very personal, something that has required a lot of sacrifice to purchase." Conover said the gang also stole dozens of motorcycles. The indictment alleges that the gang used old-fashioned shoe leather, a high-tech device, and a specific Chrysler dealership to pull off the thefts. San Diego County faced a rash of Wrangler thefts in 2014. Conover says most of the Jeeps were stolen in the middle of the night, and most were equipped with alarms, yet no alarm ever went off. Police were perplexed about that until they caught a break. On Sept. 26, 2014, a Jeep was stolen out of a driveway in Rancho Bernardo, where a security camera showed the thieves' method. Based on what they saw in the surveillance footage, officers sent Chrysler a list of 20 Jeeps that had been stolen and asked whether anyone had requested duplicate keys - and sure enough, a duplicate had been issued for all 20 - and all from the same dealership, in Cabo San Lucas, Mexico. The indictment alleges that the Hooligans would case a specific Jeep days ahead of stealing it, and would take down its vehicle identification number. Somehow they managed to obtain the secret key codes that would allow them to request a duplicate key for that particular Jeep. During the theft, the indictment says, the Hooligans would disable the alarms system, program the duplicate key using a handheld device, then simply drive away. The fact that Jeeps' engine bays can be easily accessed because of their external latches made the job even easier. (Authorities recommend Jeep owners purchase aftermarket locking latches.) Three of the gang members have been arrested. One was already in custody when two others were arrested this week, one of them at San Diego's massive San Ysidro border crossing. The six others facing charges are still at large and believed to be in Mexico. Seven are US citizens, while two are from Mexico. The collective value of the thefts is estimated at $4.5 million.

Stellantis expects to hit emissions target without Tesla's help

Franco-Italian carmaker Stellantis expects to achieve its European carbon dioxide (CO2) emissions targets this year without environmental credits bought from Tesla, its CEO said in an interview published on Tuesday. Stellantis was formed through the merger of France's PSA and Italy's FCA, which spent about 2 billion euros ($2.40 billion) to buy European and U.S. CO2 credits from electric vehicle maker Tesla over the 2019-2021 period. "With the electrical technology that PSA brought to Stellantis, we will autonomously meet carbon dioxide emission regulations as early as this year," Stellantis boss Carlos Tavares said in the interview with French weekly Le Point. "Thus, we will not need to call on European CO2 credits and FCA will no longer have to pool with Tesla or anyone." California-based Tesla earns credits for exceeding emissions and fuel economy standards and sells them to other automakers that fall short. European regulations require all car manufacturers to reduce CO2 emissions for private vehicles to an average of 95 grams per kilometer this year. A Stellantis spokesman said the company is in discussions with Tesla about the financial implications of the decision to stop the pooling agreement. "As a result of the combination of Groupe PSA and FCA, Stellantis will be in a position to achieve CO2 targets in Europe for 2021 without open passenger car pooling arrangements with other automakers," he added. Tesla's sales of environmental credits to rival automakers helped it to announce slightly better than expected first-quarter revenue this week. The next tightening of European regulations will soon be the subject of proposals from the European Commission. The 2030 target could be lowered to less than 43 grams/km. There are two avenues to the world of off-roading. Arguably the more popular is to pick up a second- or third-hand Jeep, Land Rover or pickup truck and go wild with the aftermarket. The opposite approach, though, is to simply buy new, which brings a warranty along with the most up-to-date off-road tech fitted by the factory (despite likely lacking the ultimate capability of an aftermarket-imbued vehicle). That second option has, traditionally, been pricey. Take our long-term Jeep Cherokee Trailhawk, which rings up at just over $38,000. A Ford F-150 SVT Raptor is going to be an even more expensive proposition, while the undisputed kings of luxury off-road performance from the factory – the Range Rover, Toyota Land Cruiser and Mercedes-Benz G-Wagen – will require ownership of a medium-sized oil well. With all due respect to those who take their Trail-Rated Jeep Patriot models off-road, the all-new Renegade Trailhawk is such an exciting proposition because it brings the cost of a warranty-backed off-roader down significantly, while also delivering a degree of trail-rated performance that should easily fulfill the needs of the average enthusiast. Drive Notes Before we get into what it adds, it's worth noting that the Trailhawk trim does have a small impact on the Renegade's on-road abilities. As we said in our original feature, the TH adds a significant amount of weight to the standard CUV, as it tips the scales at nearly 3,600 pounds. That mass, combined with the slightly higher stance, means the off-road model doesn't handle quite as well as a lesser Jeep. It also doesn't feel as fleet of foot, as it retains the same 2.4-liter, 180-horsepower four-cylinder and nine-speed automatic found throughout the Renegade range. Despite the downers, the Trailhawk trim does bring quite a lot to the Renegade package, most notably in the form of a bespoke version of Jeep's Active Drive all-wheel-drive system. The upgraded system features a dedicated 20:1 crawl ratio while the Selec-Terrain system is home to a new Rock setting. Beyond that, Jeep lifted the Renegade's ride height eight-tenths of an inch, increasing overall ground clearance to 8.7 inches and delivering 8.1 inches of wheel articulation. This is complemented by unique front- and rear-fascias, which up the approach and departure angles to 30.5 and 34.3 degrees, respectively, besting the Cherokee Trailhawk's 29.8 degrees and 32.1 degrees.
