Big rig gets blown over on Wyoming freeway, flattens police cruiser

A big rig navigating a stretch of windy Wyoming highway last week was blown over by high winds and landed on a Wyoming Highway Patrol cruiser. According to CBS News, three Wyoming Highway Patrol troopers responded to an accident along Interstate 80 near Elk Mountain on February 7. While the troopers were out of their cars assisting the crash victims, a white Volvo semi-truck lumbered up I-80 toward them. Wind gusts in that part of Wyoming were clocked in at up to 90 miles per hour on Tuesday, and one of them caught the semi as it neared the parked cruisers. Video from one of the cruiser's onboard cameras showed the big rig drift to the right as a big gust hit the trailer. Slowly, the whole rig tipped over and flattened one of the parked cruisers. The truck then slid a few feet on its side and came to a stop just aft of the cruiser. None of the troopers were injured in the incident, and two people in the truck came out of it unhurt as well. Patrol Lieutenant David Wagener told KGWN that that stretch of I-80 was closed on Tuesday to lightweight, high-profile vehicles. The truck driver was cited for the incident. High winds are no joke, and vehicles getting blown around or even clean off the road is a pretty common phenomenon. Way back in 2011, a truck got blown over in Utah. What's the best car for snow? The real answer is "the one with winter tires." What do we mean by that? You could have the finest, most advanced all-wheel-drive system or four-wheel drive in the world, but if you're running all-seasons (the spork of tires), your fancy four-wheeler won't matter much. The odds are, any vehicle on the road running good winter tires will probably perform adequately in slippery, slushy and/or snowy road conditions. Keep in mind that you will need a full set of four snow tires for safety and performance, no matter what you're driving. The days of your dad putting just two snows on the family truckster to get it moving in a straight line are long gone. Don't get us wrong, getting a car that performs well in snow and ice is still a worthy criteria for car buyers. According to the U.S. Transportation Department, 70% of Americans live in places that get snow and ice. And much of the country has been blasted with arctic air for much of the new year. So let's look at the cars. First, we're highlighting choices for a variety of buyers and price points. Second, we're not just considering snow; we're considering general wintery conditions people will experience driving to work or school. As such, these are all choices with advanced all-wheel-drive systems, usually with "torque-vectoring" systems that not only automatically shunt power front and back, but side to side between the rear axles. California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time.
