U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Junkyard Gem: 1982 Volvo 244 DL

Because it was sold in the United States for so many years — 19 model years, to be exact — and won the hearts of so many American drivers with its reliability and safety, sufficient examples of the Volvo 200 Series remain in service that they continue to show up in self-service car graveyards nearly 30 years after the last ones left the showroom. We saw a low-mile Richelieu Red 1983 Volvo 244 DL in a Denver-area yard last year, and now I've found a near-identical 1982 244 DL in another yard located between Denver and Cheyenne. Volvo went through several variations in the naming scheme for these cars between 1975 and 1993; during the first half of the 1980s, the 240 was badged using just the trim level. That makes this car a 1982 Volvo DL, the cheapest trim level available at the time. By now, though, everyone who knows old Volvos uses the three-number system of the 1970s, with the second digit indicating the number of engine cylinders and the third digit representing the number of doors. I'll be using the 244 designation here. This car came from the factory with a fuel-injected 2.1-liter SOHC straight-four rated at 112 horsepower. This car has the base four-on-the-floor manual transmission with an overdrive selected via the switch on the shift knob. If you wanted an automatic transmission, you had to pay an extra $325 (just over a thousand bucks in 2022 money). Later in the decade, a five-speed manual became available on the 240. Most 240s rack up better than 200,000 miles during their careers (and I've seen quite a few that made it past 300,000), but this car didn't reach that figure. This car still has its original AM/FM/cassette radio, which would have cost serious money in 1982. The MSRP on this car was $10,260, or about $31,800 in 2022 dollars. The two-door version went for $9,785 ($30,330 now). You could get a new 1982 Buick LeSabre Limited sedan for $9,331, and it was much roomier and more powerful than the VolvoÂ… but not as good in a crash. There's very little rust on this car, and the only serious body damage is this dented passenger-side door. The rodent nesting detritus under the hood and the lack of wear on the seat fabric suggests that it got parked for good a decade or three back. Perhaps it would have been rescued and revived in the rustier parts of the continent, but there's a glut of restorable 244s and a shortage of Volvo enthusiasts in the Denver area. Volvo shows inflatable child seat concept [w/video]

Volvo is bringing its emphasis on safety and design to the littlest members of the family with its concept for an inflatable, rearward facing child safety seat. The design is meant to help traveling families by offering a lighter and less bulky alternative to traditional car seats.
The design is quite ingenious. The seat is covered in drop-stitched fabric, which fills with air to create the form of the seat. An electric motor in it allows inflation and deflation in less than 40 seconds, according to Volvo. It weighs less than 5 kilograms (11 pounds) and folds small enough when collapsed to fit into a bag. It even has a Bluetooth connection, so parents can begin expanding it remotely.
The inflatable seat in the brainchild of Lawrence Abele, Volvo's design manager at its Monitoring and Concept Center in Los Angeles, CA. "For many, travelling with young children is a challenge; any assistance to simplify the parents' life with young children is a great thing," he said in a statement released by Volvo. The chair remains a concept for now, and the automaker isn't saying whether it's going to put it into production, but it's a clever solution to a common problem.
