U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Junkyard Gem: 2006 Volvo V50 T5 AWD

During my explorations of junkyard history, I've written about discarded Volvo station wagons going back to the middle 1960s. The final Goteborg wagons with brick shapes and rear-wheel-drive were sold in the United States as 1998 models, but the new century brought us plenty of curvy front- and all-wheel-drive longroof Volvos, many of which have been built with manual transmissions. Here's one of those cars: a 2006 V50 T5 AWD with six-on-the-floor manual gearbox, found in a Denver-area car graveyard. The V50 was the wagon version of the S40 sedan. Sales in the United States began with the 2005 model, and it was discontinued after 2011. The base 2006 V50 had a naturally-aspirated 2.4-liter straight-five engine, but this car is a T5 and has the turbocharged 2.5 version with 218 horses and 236 pound-feet. A six-speed manual was the base transmission, but of course most American V50 buyers opted for the five-speed automatic. That wasn't the case with this car, which must have been fun to drive in the snow. The final year for a three-pedal Volvo in the United States was 2013. There's some body damage, but the interior is in good shape. We can assume that some expensive mechanical problem sent this car here. 2022 Volvo C40 Recharge priced, goes on sale late 2021

Pricing for the 2022 Volvo C40 Recharge is out, and in consistent coupe crossover fashion, it’s a little more expensive than the traditionally-styled XC40 Recharge. The starting price is $59,845, including the $1,095 destination charge. ThatÂ’s $4,760 more than a base 2022 XC40 Recharge. ItÂ’ll be limited to just a single fully-loaded trim called “Ultimate” initially — there will be no additional options, Volvo says. Volvo lets you choose a lower “Plus” trim with the standard XC40 Recharge, but the cheaper starting price also carries less standard equipment. Sweetening the deal for C40 customers is an Electrify America partnership that starts all owners off with 250 kWh of complimentary charging. This comes with the regular XC40 Recharge, too, but it must be a 2022 model year vehicle. One should also take into account any federal or state tax incentives on offer when running the number — Volvo is still eligible for the full $7,500 federal tax credit, so your effective net price could be closer to $50,000 depending on your location. Unfortunately, EPA-rated electric range on a full charge was not included in this announcement. Volvo announced the C40 with a 260-mile range estimate, but the real EPA number will surely fall below that figure. The XC40 Recharge, which the C40 shares all of its vital parts with, is EPA-rated for 208 miles on a full charge.
