California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Volvo celebrates 20 years since 850 wagons came to BTCC

This year Honda Yuasa Racing brought a station wagon back to the ranks of competitors in the British Touring Car Championship (its drivers currently sit in third and fifth place in the Championship). In 1994, however, Volvo was the first team to run an estate in the series that's one of the best for delivering close racing.
Rickard Rydell and Jan Lammers drove the duo of 850 Estates prepped by Tom Walkinshaw Racing, lining up at Thruxton and proving that the rumors of a wagon in the series weren't a joke. The team used that year for development, getting the 2.0-liter, 290-horsepower, naturally aspirated five-cylinder engine ready for the next year's proper assault. The team's best finish over the 21 races was a fifth place, and they took 14th overall.
Rules changes led Volvo to switch to the 850 sedan the following year, but all the right noises had been made with the wagon. Rydell drive on to a third-place overall finish in 1995, three years later he claimed the Championship title. If you want something all-electric, though, youÂ’ll have to wait just a little longer. Volvo will release its full-size EX90 as a battery-electric successor to the XC90, expected to go on sale in 2023 with an all-new design and more safety tech than ever before. The 2023 XC90 switches to mild-hybrid powertrains as standard, complete with integrated 48-volt battery and an integrated starter/generator added to the existing 2.0-liter engines. The new B5 and B6 mild hybrids therefore replace the outgoing T5 and T6 engines. The XC90 Recharge remains a plug-in hybrid option. The XC90 switches to Google-based infotainment software for 2023, incorporating Google Maps, Google Play and Google Assistant voice control. The XC90 also gains over-the-air update capability, which means Volvo can send remote software updates to the vehicle, improving features over time.
