U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Ward's announces 10 Best Engines 2015

Ward's Auto has named its 10 Best Engines for 2015, covering a range of powerplants from fuel-sippers to fire-breathers. As with past years, forced-induction reigns supreme, with seven of the ten engines featuring a turbo or supercharger. This year is slightly different, though, as two of the seven blown engines are turbocharged three-cylinder mills, from the Ford Fiesta and Mini Cooper. They're joined by the 2.0-liter turbo four from the Volvo S60, the 1.8-liter turbo four from the Volkswagen Jetta and the 2.0-liter boxer from the Subaru WRX. BMW and Chrysler were the only marques to be named to this year's list twice, with the electric motor from the i3 joining the Mini's three-pot, and the 3.0-liter turbodiesel V6 in the Ram 1500 and Jeep Grand Cherokee repping the diesel crowd, alongside a certain supercharged monster. Hyundai also took a prize with a zero-emissions powertrain, with the Tucson FCV's 100-kilowatt fuel cell making the list (apparently Ward's is quite generous with what it deems an "engine"). Rounding out the list are two Autoblog favorites, each displacing 6.2 liters, but producing their power very differently. On the one hand, Chevrolet's overhead-valve, 455-horsepower V8, found in the Corvette, makes its power the old fashioned way. And in the other corner, we have one of the most exciting engines of the year – the 707-hp, 6.2-liter, supercharged Hellcat V8, featured so prominently in the Dodge Challenger and Charger SRT Hellcat. Volvo bringing Chinese-built cars to America beginning next year

Just because the penetration of the American automotive market by Chinese brands hasn't quite happened yet doesn't mean that Chinese-built cars are far off. According to a new report, we could very soon see long-wheelbase Volvo S60s that were assembled in the People's Republic arriving on US shores.
The report comes from Automotive News China, which cites an anonymous Volvo exec. An official Volvo spokesperson later corroborated ANC's report, although where the original source claimed that we could see the Chinese-built S60L in US dealers at some point in 2015, the company line was that a timeline hadn't been established to begin exports from the world's most populous nation.
According to Volvo, the benefit to exporting from China to the United States rather than from Sweden is the relationship between the US dollar and the Chinese yuan. Overall, it's a less tumultuous issue than the dollar-to-euro situation. By moving vehicles from China to the US, the Chinese-owned company is limiting the degree of risk it's taking with sudden currency swings.
