Russian auto boomtown grinds to halt over Ukraine sanctions

Thousands of auto workers have been furloughed and food prices are soaring as Western sanctions pummel the small Russian city of Kaluga and its flagship foreign carmakers, with more sanctions likely to come. The Kaluga region, 190 kilometers (120 miles) southwest of Moscow, says it has attracted more than 1.3 trillion roubles ($15 billion) in investment, mostly foreign, since 2006. But Western sanctions imposed in recent weeks after Russia sent tens of thousands of troops into Ukraine have exacerbated lingering component shortages and halted production at two flagship car plants, Germany's Volkswagen and Sweden's Volvo. A third, the PSMA Rus plant that is a joint venture between Stellantis and Mitsubishi and employs 2,000, may halt production soon due to a lack of parts, Stellantis' chief executive said last Thursday. "It is not clear what will happen. They don't give us any concrete information," said Pavel Terpugov, a welder at the PSMA Rus plant. Terpugov said he needs twice as much money to buy groceries than before the sanctions. Analysts have forecast Russian inflation could soar to 24% this year, while the economy may shrink to 2009 levels. The United States and Europe are weighing more sanctions against Russia after Ukraine accused Russian forces of civilian killings in northern Ukraine, where a mass grave was found in Bucha, outside Kyiv. Russia calls its actions in Ukraine a "special operation" and the Kremlin categorically denied any accusations related to the murder of civilians, including in Bucha. One source of hope for some in Kaluga, with its 325,000 residents, is the West may be reluctant to hurt its own companies. "Does it make sense to impose sanctions on its own plant and lose money?" said Valery Uglov, an auto mechanic at the Volkswagen plant. "Does it make sense to lose the Russian market?" "We hope to return to work as soon as possible and everyone will have confidence in the future again," Uglov said. Volkswagen, whose factory employs 4,200 people, in early March suspended operations. A spokeswoman said production remained frozen. Volvo Group, which employs over 600 people to build trucks, also suspended production. Even before the sanctions, Russian car sales had contracted from 2.8 million units from when the Volkswagen factory opened in 2007 to 1.67 million units last year, damaged by both sanctions after the 2014 annexation of Crimea and the COVID-19 pandemic.

Used Volvo V70 wagon for $20 million includes New York 'New York' vanity plate

Billed as the world's most expensive Volvo wagon, a dark blue New York-based V70 is currently for sale for $20 million (and probably will be for some time). It's not the car that makes the sale special, though. It's the New York state vanity plate that reads "NEW YORK." Indeed, the ad lists a Volvo but it doesn't even mention the year, mileage or model, and in photos it's still wearing a fresh sheen of road salt. Custom plates are big business in some parts of the world. It also should be noted that the plates are of a recent design and not of the original 1970 issue. New York allows you to update vanity plates to new designs for a small fee. According to the listing on Du Pont Registry, the current owner of the plate suggested that their father buy the plate in the 1970s. This was when New York first began offering personalized plates. Surprisingly, it had not yet been claimed, allowing the family to ride around with the words "New York, New York" plastered on their government-issued vehicle identification for four decades. While the ad claims that the plate, replicas of which are sold in souvenir shops all over the Big Apple, is transferable to any vehicle, we have our doubts. Best we can tell, New York license plates don't stay with the car. The Empire State requires you to surrender your plates when you sell your car, unless you're planning on transferring them to a new car. However, the transfer can only be done, according to the New York DMV, if the names on both registrations are the same. You can't even transfer the plate to your spouse. The same rules apply for personalized plates. If you sell a vanity plated car without an immediate replacement, you can store the personalized plate with the New York DMV and then reinstate them later, but nowhere does it say the plate can be transferred. In fact, the DMV says "The new owner must apply for a new vehicle registration, vehicle plates and a title certificate. The new owner does not use the vehicle plates or the registration items of the previous owner." Most of us are never going to be like Jay Leno and drive a new car every day. However, it's possibly affordable to collect a handful of vintage rides, especially if you look a touch off the beaten path. In recent video, Petrolicious highlights Hans Abrahams, who is doing just that. He has three 1960s, European classics that love to be driven.
The absolute star of the trio is a 1966 Sunbeam Tiger. In the cabin, it has the meaty growl of a muscle car, but outside it has a little of the raspiness of period European cars. Abrahams says its mostly original except for its Ford 289-cubic-inch (4.7-liter) V8 with Shelby parts, producing around 273 horsepower. He says it's a bit difficult to maintain and hard to keep cool, but when you hear it, you know the trouble is worth it.
Next up, is Abrahams' 1965 MGB that is a bit of a monster in its own right. It lacks the Tiger's oomph under the hood, but it's loud enough to blow out Petrolicious' microphone. It's still a very cool little roadster.
