California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Volvo S60 Polestar Concept finally spotted in the flesh

The Volvo S60 Polestar Concept has graced the pages of Autoblog numerous times in recent memory, but we've never actually seen it in person. That is, until now.
We caught up with the blazing blue sedan sitting on the floor of the LA Auto Show, and it looks even better up close. As a refresher, the four-door is fitted with a turbocharged inline six-cylinder engine (3.0-liter) generating an impressive 508 horsepower. Its close-ratio six-speed manual gearbox sends power to all four wheels through a fourth-generation Haldex XWD system. With a decent driver behind the steering wheel, the Polestar can crack the 60 mph benchmark in about 3.7 seconds as it rushes towards a top speed in excess of 186 mph.
Volvo has said that this Polestar-modified S60 was built for a specific client who paid upwards of $300,000 for the pleasure of owning it. But as they say, if there is market demand for more...

Volvo: Tesla's Autopilot is just a 'wannabe'

Using the words "unsupervised wannabe" in an interview with The Verge, Volvo's Trent Victor says the Tesla Autopilot is "giving the impression it's doing more than it is." According to Victor, Tesla's self-driving tech is merely appearing to be autonomous because, with the Tesla system, the driver has to be fully alert all the time, ready to regain control. Tesla says its system is Level 2 autonomous, although some experts regard it as Level 3, which means it takes over safety-critical functions from the driver. Volvo says it pays more attention to actual crash avoidance, and that its Drive Me system is Level 4 autonomous, meaning that in the event of a hazardous situation the vehicle will handle the appropriate procedures and bring itself to a halt in a safe fashion. There will be no need for the driver to take action, which is important in case the driver has been incapacitated while the Drive Me autopilot has been controlling the car. Another thing with the Volvo setup is that it monitors the road in case of a conflict situation, or someone suddenly appearing in front of the car, be it a pedestrian or a runaway child. Tesla has never said that its Autopilot is anything other than a beta version under trial usage. It costs $2,500 when you purchase your Model 2 or X, or $3,000 as a add-on once you've taken delivery. The company also just announced that it would offer Autopilot for free as part of a one-month trial. Tesla declined to comment on Volvo's comment.
