Russian auto boomtown grinds to halt over Ukraine sanctions

Thousands of auto workers have been furloughed and food prices are soaring as Western sanctions pummel the small Russian city of Kaluga and its flagship foreign carmakers, with more sanctions likely to come. The Kaluga region, 190 kilometers (120 miles) southwest of Moscow, says it has attracted more than 1.3 trillion roubles ($15 billion) in investment, mostly foreign, since 2006. But Western sanctions imposed in recent weeks after Russia sent tens of thousands of troops into Ukraine have exacerbated lingering component shortages and halted production at two flagship car plants, Germany's Volkswagen and Sweden's Volvo. A third, the PSMA Rus plant that is a joint venture between Stellantis and Mitsubishi and employs 2,000, may halt production soon due to a lack of parts, Stellantis' chief executive said last Thursday. "It is not clear what will happen. They don't give us any concrete information," said Pavel Terpugov, a welder at the PSMA Rus plant. Terpugov said he needs twice as much money to buy groceries than before the sanctions. Analysts have forecast Russian inflation could soar to 24% this year, while the economy may shrink to 2009 levels. The United States and Europe are weighing more sanctions against Russia after Ukraine accused Russian forces of civilian killings in northern Ukraine, where a mass grave was found in Bucha, outside Kyiv. Russia calls its actions in Ukraine a "special operation" and the Kremlin categorically denied any accusations related to the murder of civilians, including in Bucha. One source of hope for some in Kaluga, with its 325,000 residents, is the West may be reluctant to hurt its own companies. "Does it make sense to impose sanctions on its own plant and lose money?" said Valery Uglov, an auto mechanic at the Volkswagen plant. "Does it make sense to lose the Russian market?" "We hope to return to work as soon as possible and everyone will have confidence in the future again," Uglov said. Volkswagen, whose factory employs 4,200 people, in early March suspended operations. A spokeswoman said production remained frozen. Volvo Group, which employs over 600 people to build trucks, also suspended production. Even before the sanctions, Russian car sales had contracted from 2.8 million units from when the Volkswagen factory opened in 2007 to 1.67 million units last year, damaged by both sanctions after the 2014 annexation of Crimea and the COVID-19 pandemic.

Junkyard Gem: 1982 Volvo 244 DL

Because it was sold in the United States for so many years — 19 model years, to be exact — and won the hearts of so many American drivers with its reliability and safety, sufficient examples of the Volvo 200 Series remain in service that they continue to show up in self-service car graveyards nearly 30 years after the last ones left the showroom. We saw a low-mile Richelieu Red 1983 Volvo 244 DL in a Denver-area yard last year, and now I've found a near-identical 1982 244 DL in another yard located between Denver and Cheyenne. Volvo went through several variations in the naming scheme for these cars between 1975 and 1993; during the first half of the 1980s, the 240 was badged using just the trim level. That makes this car a 1982 Volvo DL, the cheapest trim level available at the time. By now, though, everyone who knows old Volvos uses the three-number system of the 1970s, with the second digit indicating the number of engine cylinders and the third digit representing the number of doors. I'll be using the 244 designation here. This car came from the factory with a fuel-injected 2.1-liter SOHC straight-four rated at 112 horsepower. This car has the base four-on-the-floor manual transmission with an overdrive selected via the switch on the shift knob. If you wanted an automatic transmission, you had to pay an extra $325 (just over a thousand bucks in 2022 money). Later in the decade, a five-speed manual became available on the 240. Most 240s rack up better than 200,000 miles during their careers (and I've seen quite a few that made it past 300,000), but this car didn't reach that figure. This car still has its original AM/FM/cassette radio, which would have cost serious money in 1982. The MSRP on this car was $10,260, or about $31,800 in 2022 dollars. The two-door version went for $9,785 ($30,330 now). You could get a new 1982 Buick LeSabre Limited sedan for $9,331, and it was much roomier and more powerful than the VolvoÂ… but not as good in a crash. There's very little rust on this car, and the only serious body damage is this dented passenger-side door. The rodent nesting detritus under the hood and the lack of wear on the seat fabric suggests that it got parked for good a decade or three back. Perhaps it would have been rescued and revived in the rustier parts of the continent, but there's a glut of restorable 244s and a shortage of Volvo enthusiasts in the Denver area. Volvo S60 Polestar Concept finally spotted in the flesh

The Volvo S60 Polestar Concept has graced the pages of Autoblog numerous times in recent memory, but we've never actually seen it in person. That is, until now.
We caught up with the blazing blue sedan sitting on the floor of the LA Auto Show, and it looks even better up close. As a refresher, the four-door is fitted with a turbocharged inline six-cylinder engine (3.0-liter) generating an impressive 508 horsepower. Its close-ratio six-speed manual gearbox sends power to all four wheels through a fourth-generation Haldex XWD system. With a decent driver behind the steering wheel, the Polestar can crack the 60 mph benchmark in about 3.7 seconds as it rushes towards a top speed in excess of 186 mph.
Volvo has said that this Polestar-modified S60 was built for a specific client who paid upwards of $300,000 for the pleasure of owning it. But as they say, if there is market demand for more...
