Volvo finds a way to turn body panels into batteries [w/video]

One of the problems with designing an electric vehicle is figuring out where to fit the battery pack. Volvo - as a part of a European Union research project - is working on a way around this issue by replacing standard parts with lightweight components that double as batteries on both conventional and plug-in vehicles. The image above shows one such piece on a Volvo S80. While looking like nothing more than a carbon fiber plenum cover, the piece is actually a battery pack that can store and supply enough energy for the car's entire 12-volt power system.
The parts are made by sandwiching super capacitors (which can charge faster than standard batteries) in between layers of carbon fiber. They can then be formed to replace numerous body panels such as the decklid, roof or door panels. Volvo says that the replacing the body panels and batteries with these nano batteries can help reduce the vehicle's weight by as much as 15 percent. It has taken more than three years just to design the batteries, so there's no telling when, or if, we'll ever see this technology used on a production vehicle. California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Top torque-to-weight ratios under $100k, $50k and $25k

Horsepower may steal a lot of headlines, but the always-more-complex torque figure is often a critical one for both the workingman and the motoring playboy. The measure of rotational force represents the twist that can liquefy one's tires or haul one's horse trailer. Good stuff.
It follows then, that as with the horsepower-to-weight list that we assembled for you a few months ago, a list of cars that offer the most pound-feet with the fewest pounds to carry, is an interesting one to break down. Sure, there's a big difference in how the torque is applied from a turbocharged six-cylinder in a Swedish luxury sedan and a massive heavy-duty truck's turbo-diesel. But being the car/stat geeks that we are, we think it's kinda neat that those two vehicles rank near each other where torque and weight intersect.
As with the horsepower list, we've given you figures as pounds per every one pound-foot. Again broken down into broad price categories, we've got a mixed bag of 2014 and 2015 models here, too. Every effort has been made to select the most up-to-date prices and specs, and we've also to omitted some '14 cars that won't be re-upped after the ongoing yearly changeover.
