Macron hosts BMW and Volvo execs as they consider moving operations to the U.S.

PARIS — French President Emmanuel Macron on Monday will host a dinner with a number of European chief executives to convince them not to move production to the United States, where lower energy prices and the Inflation Reduction Act is proving a lure. European leaders have been alarmed by massive anti-inflation measures passed by Joe Biden's administration, which make tax breaks conditional on U.S-manufactured content and which EU industries say make investment in Europe less competitive. "We're having difficulties with companies which are starting to consider offshoring their production or making future investment outside Europe," a French official said, listing high energy costs and the U.S. legislation as reasons. At the Elysee palace, Macron will seek to convince executives from companies including chemical groups Solvay and Air Liquide, carmakers Volvo and BMW, pharmaceutical giant AstraZeneca and telecom groups Ericsson and Orange to stay in Europe and choose France for their future investments. Macron, who has called on the European Union to launch its own 'European Buy Act' to subsidise European production, has encountered resistance from the more anti-protectionist members of the bloc. It was unclear what Macron would tell the executives to convince them not to move to the U.S. But France has unveiled a number of measures over the weekend to cushion the impact of high energy bills for French companies. European companies have been increasingly strident about the impact of soaring energy prices since Russia's invasion of Ukraine, which has pushed up gas and electricity prices. Eric Trappier, CEO of Dassault Aviation, who heads the French federation of metals industries, warned in the Les Echos newspaper over the weekend that Europe should protect its own industry more aggressively or see it move to other shores. Volvo EX30 due out in June 2023 as entry-level electric crossover

Volvo will expand its range towards the bottom when it presents an entry-level electric crossover called EX30 in June 2023. The company isn't ready to show us the soft-roader's full design yet, but it released a preview video that gives us a better idea of what to expect from it. "Something small is coming," Volvo wrote in a statement. While that's not a lot to go on, it suggests — but doesn't confirm — that the EX30 will slot below the XC40 in terms of size. We've seen it parked next to the EX90 and it looks considerably smaller; it rides on a much shorter wheelbase and features a relatively small rear overhang that creates a boxy silhouette characterized by an almost upright rear end. Many of the styling cues that define Volvo's current design language seem to appear on the EX30. Its front end wears T-shaped LED daytime running lights (called Thor's Hammer in the company jargon) inspired the EX90's, while its rear end features a new interpretation of the upright lights that Volvo has fitted to many of its cars over the past few decades — including the C30, which was its last 30-branded car. Technical details haven't been announced. All we know is that the EX30 will be all electric, all the time; it won't be available with a gasoline-powered engine. An unverified report claims that the city-friendly model will share its Sustainable Experience Architecture (SEA) platform with the Smart #1, among other models, and Volvo boss Jim Rowan said the crossover will deliver a "decent range." Using the SEA platform will allow Volvo to offer rear- and all-wheel drive as well as several battery options, though the lineup will vary from market to market. The Volvo EX30 will make its debut on June 7, 2023, at 1:30 p.m. European time, which is 7:30 a.m. in New York and — sorry, West Coast folks — 4:30 a.m. in California. We'll learn more about it in the coming weeks, and sales will start on the day of the unveiling. If the report is accurate, the EX30 will be built in China. Volvo recalls 27,457 new vehicles over a brake-by-wire issue

Eight Volvos from the 2023 model year have been drawn into a recall over software in their brake-by-wire systems. The models at issue are everything Volvo sells — the C40, XC40, S60, XC60, V60, V60 Cross Country, V90 Cross Country, and XC90. The combined recall population numbers 27,457 cars. The problem is that an in-vehicle diagnostic test to check the grounding of the system can trigger a fault in the vehicle's Brake Control Module 2. The fault doesn't always occur, but when it does, the vehicle reverts to its hydraulic system so the car can still stop. However, without the brake-by-wire system, the driver doesn't get the benefit of software-defined safety systems like ABS, ESC, Traction Control as well as convenience features like Pilot Assist, adaptive cruise control and one-pedal driving. Drivers might be alerted to the situation with a warning message and malfunction lamp in the gauge cluster, or a stiff brake pedal. The automaker says it has had no reports of accidents, injuries or fatalities because of the problem. If the car is turned off and able to enter what Volvo calls "deep sleep," the electronics will clear the fault. To fix the issue, Volvo will send an over-the-air update with logic that's a better fit for the Brake Control Module 2 hardware. The automaker says the new code "will be implemented on February 20" of this year, but in another example of the digital world outpacing regulatory processes, Volvo will begin notifying owners on March 15.
