2023 Volvo XC40 and XC40 Recharge Review: Gas or electric? You can’t go wrong

Pros: Cute and functional design; efficient powertrains; a good overall value Cons: Recycled materials can feel cheap; Recharge has average EV range; doesn’t qualify for federal EV tax credit The 2023 Volvo XC40 is arguably the most visually attractive subcompact luxury SUV out there. ItÂ’s boxy, proportioned well and features the trademark Swedish design we love. Volvo prodded this yearÂ’s XC40 with a number of updates, and now the previously ho-hum powertrains are a little nicer to live with (if hardly zesty in their performance). Of course, you can bypass them altogether with the all-electric XC40 Recharge that shares its design, interior features and utility with the gas model, but really amps up the fun with sprightly acceleration and better handling. Oh, and of course, doesnÂ’t require stops at the gas station or emit CO2. While the XC40 isnÂ’t the biggest in the segment, itÂ’s not the smallest either. This, plus its utilitarian proportions make it more useful than it may look on the outside. Fans of Google tech will enjoy the Google-based infotainment system, but you can still use Apple CarPlay for streaming apps from the Apple ecosystem. All told, the XC40 is one of our favorite subcompact luxury SUVs, and indeed, one of the few we recommend. It has the size, style and quality that justifies its higher price over various non-luxury entries. Plus, the gasoline versions, particularly the upgraded B5, provide stronger value than its various competitors. The XC40 lineup, including the XC40 Recharge, get a mild refresh for 2023. Small styling changes include a new front bumper, frameless grille and “pixel” LED headlight technology. New colors and wheels come into the fold, too. Both of the gasoline-powered XC40s gain 48-volt mild-hybrid systems to aid efficiency. Inside, Volvo adds non-leather upholstery to the Recharge, and all models adopt the Google-based infotainment system that was previously a Recharge exclusive. Regulators consider adding more carmakers to Takata recall

Volkswagen's diesel emissions scandal has been getting a lot of press recently, but the Takata airbag inflator affair could be grabbing headlines again soon. According to Bloomberg, the National Highway Traffic Safety Administration is contemplating an expansion to the campaign that could add seven automakers to the 12 already affected. They are Jaguar Land Rover, Mercedes-Benz, Spartan Motors, Suzuki, Tesla, Volvo Trucks, and VW Group. To be clear, there's no recall for any of these automakers, yet. The government is simply asking for a full list of vehicles that each of them have with Takata-supplied inflators containing ammonium nitrate propellant. The agency is concerned this substance could play a roll in the ruptures. "NHTSA is considering not only whether to issue an administrative order that would coordinate the remedy programs associated with the current Takata recalls, but also whether such an order should include expansion of the current recalls," the letters say. From a report supplied by Takata, the government already knows that the company supplied 887,055 inflators with ammonium-nitrate propellant to VW and 184,926 of them to Tesla. In an incident during the summer, a side airbag allegedly burst in a 2015 VW Tiguan. In early September, NHTSA put out a revised report that there were 23.4 million inflators to be replaced in 19.2 million vehicles in the US. An earlier accounting from the agency had about 34 million of the parts in 30 million cars. High humidity is still believed to be among the biggest risk factors for the ruptures. U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.
