EPA message to automakers: You're on notice

With top administrator Gina McCarthy speaking about the "moral obligation for climate action" on Friday, the Environmental Protection Agency announced it would ramp up its oversight of the auto industry in the wake of Volkswagen's emissions cheating. In a letter sent to manufacturers Friday, the agency said it would begin examining cars to see whether they contained defeat devices "in addition to the standard emissions test cycles." "We are putting vehicle manufacturers on notice." Exactly how the agency plans to test for these devices – which are not devices per se, but algorithms contained in millions of lines of software code that govern vehicle functions – remains unclear. Christopher Grundler, the director of the EPA Office of Transportation and Air Quality, divulged few details in how the agency would uncover so-called defeat devices used by cheaters. "Not today – or actually ever – I'm not going to be describing what new ways we'll be using to detect these defeat devices." Later, he said engineers will have to "come up with some clever ways to do this." The only insight he offered was that the EPA, California Air Resources Board, and Environment Canada would partner on testing more cars for emissions and anomalies. Grundler also said the EPA would diversify its testing fleet. In addition to relying on vehicles provided by manufacturers, the federal agency will now also borrow cars from "private citizens" and utilize rental cars for tests. "We are putting vehicle manufacturers on notice," he said. Joint investigations between EPA and CARB have "been very successful in protecting human health and the environment," said Janet McCabe, the agency's acting administrator in the Office of Air and Radiation. "But we also know, and the Volkswagen violations before us now make it clear, we need to adapt and step up our oversight." That may include an increase in on-road testing in addition to the five emissions tests now more relied upon. The EPA owns and maintains 23 portable emissions-monitoring systems like the one used by West Virginia University researchers who first detected elevated levels of nitrogen oxide emissions from two Volkswagen diesel vehicles. Right now, they're almost exclusively deployed to monitor emission from heavy-duty vehicles, whose NOx emissions "dwarf" the amount produced by light-duty vehicles, which produce less than 2 percent of the total, according to the agency's figures.

VW recalling 38k Jettas, Passats, Golfs and Beetles for fuel leak

Earlier we reported on a recall issued for the 2015 VW Jetta regarding a problem with the headlights, and now Volkswagen and the National Highway Traffic Safety Administration have issued another recall for a separate issue affecting not only the Jetta, but several other models as well. The issue revolves around a sealing cap in the fuel rail, which could leak fuel into the engine compartment and potentially cause a fire. The problem affects an estimated 37,979 vehicles in the United States, including the 2014-15 Jetta (manufactured between March 28 and November 24, 2014), the 2014-15 Passat (April 7 to November 18), the 2015 Golf and GTI (July 1 to November 20) and the 2014-15 Beetle and Beetle Convertible (March 31 to November 27). That covers pretty much the entire range offered by Volkswagen of America, short of the Tiguan and Touareg crossovers (and the discontinued Eos convertible). Considering, though, that VW routinely sells around 30,000 vehicles in the US each month, the small number of vehicles being recalled (relative to the quantity out there) tells you this recall really only affects a specific cross-section of models. Owners of the affected vehicles can expect to be contacted by their dealers to have the fuel rails replaced. REMEDY: Volkswagen will notify owners, and dealers will replace the fuel rails with new parts, free of charge. The manufacturer has not yet provided a notification schedule. MotorWeek looks back at the 1986.5 VW Scirocco 16V

It's back to the past with MotorWeek for a video dive into the 1986.5 Volkswagen Scirocco 16V, the coupe that carried the pennant for VW's performance aspirations for 15 years, from 1974 to 1989. This one, the last generation, got the hottest of all by adding a head with four valves per cylinder. The 1.8-liter DOHC engine cranked out "an amazing" 123 horsepower and 120 pound-feet of torque, and made this model the fastest VW to ever be sold in America; it went from 0 to 60 miles per hour in 8.5 seconds, faster than a Porsche 944. To compare vintage apples to modern ones, the New Scirocco with a 123-hp 1.4-liter TSI engine and a manual transmission takes 9.3 seconds. We like MotorWeek's Retro Review series not only for the cars, but for how they also remind us of what we used to find important in cars. The Scirocco here gets upvoted for its throttle response and handling, downvoted for an oddly placed oil pressure gauge and lack of battery voltage meter.
