Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Piech's dismissal from VW came after failed coup to oust Winterkorn

When the Volkswagen board ousted its chairman Ferdinand Piech over the weekend, we knew right away it had something to do with disapproval of chief executive Martin Winterkorn. And now we have more details of how that struggle reportedly came to a head. According to Reuters, Piech undertook a cloak-and-dagger campaign to oust Winterkorn as CEO, even after having publicly endorsed the top executive's leadership of the company. Piech reportedly focused on other members of his family – descendants of Ferdinand Porsche and majority stakeholders in Volkswagen – to install Porsche chief Matthias Mueller as group CEO in Winterkorn's stead. But Piech failed in his campaign, and was given an ultimatum by the board: either show yourself out or we'll kick you out. And so he resigned. A big part of Winterkorn's rescue and Piech's failure reportedly came at the hands of labor representatives on the VW board, like Berthold Huber who was appointed as acting chairman following Piech's departure. That may leave Winterkorn still in charge, but may leave him beholden to the unions even more than before. Winterkorn has been undertaking a concerted campaign to cut overhead costs at VW, but the trade unions have reportedly been blocking many of the steps the chief exec has proposed. The next big question is who will ultimately replace Piech in the long term at the head of the board table. Winterkorn could get the nod, leaving the company to find a new CEO to take his place. Another likely scenario, however, would be another member of the Porsche/Piech family taking the helm and leaving Winterkorn in place. Whether Ferdinand Piech ultimately sells his 13.2 percent stake in the company (likely to other members of his family) or holds on to it and exerts influence behind the scenes is an open question. One way or another, any major appointment at the head of either the management or supervisory board will require support from the Porsche/Piech family, from the works council of labor representatives and from the state government of Lower Saxony, so the process of filling Piech's vacancy will likely prove anything but straightforward. Volkswagen rules out Eos successor

When Volkswagen introduced the Eos back in 2006, hard-top convertibles were all the rage – in North America, in Europe and around the world. But the trend, billed at the time as the best of both worlds, has long since subsided, leading to VW axing the Eos several months ago. And don't count on it getting a successor at some point down the line, either. At the Detroit Auto Show earlier this week, VW R&D chief Heinz-Jakob Neusser told Autocar that the Eos is down for the count. In fact it is "maybe the first model we take out of the market" in a reversal of the momentum that has seen the German automaker expand its lineup incrementally over the past several years – although the Chrysler-built Routan minivan was also canceled around the same time. The place the Eos occupied in VW's North American lineup is largely being taken by the more charismatic Beetle Convertible, and in Europe and other markets by the Golf Cabriolet that's still based on the previous-generation hatchback. The Eos, however, isn't the only hard-top convertible withdrawn from the market in recent years. Tin-top cabrios like the Lexus IS and SC, Cadillac XLR, Chrysler 200, Pontiac G6 and Volvo C70 have all gone the way of the dodo – as have Euro-market coupe-convertibles versions of models like the Ford Focus, Opel Astra, and Peugeot 207. The arrival of the Buick Cascada just goes to show that soft-roofed convertibles have won out, particularly as far as four-seat cabrios are concerned. The one notable exception where folding hard-tops are still gaining traction is among mid-engined exotic supercars like the Ferrari 458 and McLaren 650S, both of which opted for solid folding roofs instead of fabric ones. We've yet to see, however, which approach Lamborghini will take with the Huracan Spyder or Audi will with the next-generation R8, the predecessors of both of which featured fabric roofs.
