Here's a look back at the agencies' emissions enforcement history and how the charges involving Volkswagen developed. August 1998 – Honda spends $267 million to settle charges it violated the Clean Air Act by disabling "misfire monitoring devices" installed on more than 1.6 million vehicles. Ford spends $7.8 million to settle a charge it violated the Clean Air Act by installing defeat devices on 60,000 Ford Econoline vans. May 2014 – Working with the International Council on Clean Transportation, researchers at West Virginia University find significantly higher in-use emissions from a 2012 Jetta and 2013 Passat and alert the EPA to their findings. November 3, 2014 – Korean automakers Hyundai and Kia agree to pay a $100 million fine for overstating the fuel economy on several of their models by as much as six miles per gallon. In announcing the fine, government officials sought to make an example of the two companies to deter further cheating. VW officials admit the vehicles were designed with a defeat device to "bypass, defeat and render inoperative elements of the vehicle emissions control systems." "This type of conduct quite simply will not be tolerated," said then-Attorney General Eric Holder. "And the Justice Department will never rest or waver in our determination to take action against any company that engages in such activities – whenever and wherever they are uncovered." December 2, 2014 – Following discussions that stemmed from West Virginia University's findings, Volkswagen agrees to initiate a recall of 500,000 cars. The company says a software update will fix the nitrous oxide trap technology and selective catalytic reduction technology causing the cars to miss emissions thresholds. May 6, 2015 – CARB wanted to see whether the software fix implemented by Volkswagen worked. Using portable emissions measurement systems, the regulatory officials found NOx emissions were still significantly higher than expected.

VW expanding in Chattanooga, hiring workers ahead of SUV production

Hey, look! We're writing about Volkswagen's Chattanooga, TN factory and the focus isn't on yet another unionization effort. That's because the big news at the still-new factory is VW's plan to expand and increase its workforce in preparation for the arrival of the German brand's long-awaited midsize crossover. The expansion, which will add over half a million square feet of factory space, overhaul the assembly, body and paint shop and add 2,000 employees to the factory's ranks, officially kicked off last month. "This is a very exciting time in the history of Volkswagen Chattanooga," president and CEO of operations at the plant, Christian Koch, said in a statement. "A lot of hard work is going into adding this second vehicle line to the plant, but it is crucial to our efforts to move forward in America." "Not only will Volkswagen's expansion create thousands of new jobs, it will strengthen their roots in our city," Chattanooga's Mayor, Andy Berke, said in a statement. "From the construction at the plant to the development of a visitors center, there is no doubt that Volkswagen is invested in Chattanooga." VW Chattanooga has been a constant in the headlines over the past few years as pro-union and pro-business interests have battled over the souls representation rights of its roughly 1,500 workers. Just over a year ago, the UAW was defeated in its initial unionization bid, although pro-labor interests have not gone quietly into the night. Aurora's Chris Urmson on autonomy — that's one way to avoid speeding tickets

Although this year's CES was full of companies announcing and exhibiting their real and conceivable self-driving car technologies, while actual self-driving cars from Aptiv-Lyft were giving conventioneers 400 rides around town, the biggest news came when Volkswagen Group — and recognize this is the entire group, not just the brand — and Hyundai announced that they'd both partnered with Aurora Innovation. While the VW announcement was vague — "The collaboration brings the two companies together to realize self-driving electric vehicles in cities as Mobility-as-a-Service (MaaS) fleets" — Hyundai provided a concrete goal: "a strategic partnership to bring self-driving Hyundai vehicles to market by 2021." You may not have heard of Aurora, which has been described in some news accounts as "mysterious." But Aurora Innovation has been in business since December 2016, and it is to autonomous technology what the 1927 Yankees are to baseball. The three leaders of the company are Chris Urmson, co-founder and CEO, who had previously been chief technology officer for Alphabet Self-Driving Cars; Sterling Anderson, co-founder and chief product officer, who had directed the development of Tesla Autopilot; and Drew Bagnell, co-founder and chief technical officer, who had been autonomy architect and perception lead at the Uber Advanced Technology Center. We had the chance to sit down with Chris Urmson after he appeared onstage at a Hyundai press conference. He shared his insights on Aurora's approach to automated driving. Initial deployment of self-driving cars? "We think the first place this technology comes to market in in the transportation services or ride-hailing applications, but that's for our partners to decide." (Ride-sharing is a strategy a lot of players in the field are shooting for, as round-the-clock use is one way for paying for what will initially be a technology too costly for private ownership.) Transporting goods or people? "I personally — and as a company — am more excited initially about moving people around. Urban mobility. That's where you see the largest social impact. And it provides better access to mobility for people." Can you create a car that doesn't crash? "It is a fundamentally hard problem because other operators on the road can behave erratically at any moment. For example, if you are in a two-lane, opposing-traffic road, if you want to be safe, you don't drive there, ever.
