Russian auto boomtown grinds to halt over Ukraine sanctions

Thousands of auto workers have been furloughed and food prices are soaring as Western sanctions pummel the small Russian city of Kaluga and its flagship foreign carmakers, with more sanctions likely to come. The Kaluga region, 190 kilometers (120 miles) southwest of Moscow, says it has attracted more than 1.3 trillion roubles ($15 billion) in investment, mostly foreign, since 2006. But Western sanctions imposed in recent weeks after Russia sent tens of thousands of troops into Ukraine have exacerbated lingering component shortages and halted production at two flagship car plants, Germany's Volkswagen and Sweden's Volvo. A third, the PSMA Rus plant that is a joint venture between Stellantis and Mitsubishi and employs 2,000, may halt production soon due to a lack of parts, Stellantis' chief executive said last Thursday. "It is not clear what will happen. They don't give us any concrete information," said Pavel Terpugov, a welder at the PSMA Rus plant. Terpugov said he needs twice as much money to buy groceries than before the sanctions. Analysts have forecast Russian inflation could soar to 24% this year, while the economy may shrink to 2009 levels. The United States and Europe are weighing more sanctions against Russia after Ukraine accused Russian forces of civilian killings in northern Ukraine, where a mass grave was found in Bucha, outside Kyiv. Russia calls its actions in Ukraine a "special operation" and the Kremlin categorically denied any accusations related to the murder of civilians, including in Bucha. One source of hope for some in Kaluga, with its 325,000 residents, is the West may be reluctant to hurt its own companies. "Does it make sense to impose sanctions on its own plant and lose money?" said Valery Uglov, an auto mechanic at the Volkswagen plant. "Does it make sense to lose the Russian market?" "We hope to return to work as soon as possible and everyone will have confidence in the future again," Uglov said. Volkswagen, whose factory employs 4,200 people, in early March suspended operations. A spokeswoman said production remained frozen. Volvo Group, which employs over 600 people to build trucks, also suspended production. Even before the sanctions, Russian car sales had contracted from 2.8 million units from when the Volkswagen factory opened in 2007 to 1.67 million units last year, damaged by both sanctions after the 2014 annexation of Crimea and the COVID-19 pandemic.

European Union Industry Commissioner Elzbieta Bienkowska is demanding that Volkswagen compensate owners of cars affected by the diesel emissions scandal. She says European customers should receive the same goodwill compensation as American drivers, whom VW is providing with $1,000 worth of recompense. "The issue of compensation goes beyond the difference in the legal setup between the US and the EU and plays a fundamental role in viewing VW as a responsible and trustworthy company," says Bienkowska in a letter to Volkswagen CEO Matthias Mueller. Mercedes-Benz will equip its plug-in vehicles with higher-capacity batteries as it expands its electric model range. While the PHEVs it has released so far have electric driving ranges between 14 and 20 miles, better batteries should extend that range starting around model years 2018 or 2019. After releasing a slew of plug-ins by the end of next year, Mercedes-Benz development director Dr. Thomas Weber says, "The next-generation vehicle will overcome the 30-km to 50-km hurdle and then the next generation after that will be 80-100 km when they run as pure electric cars." The batteries for the vehicle based on the Audi E-Tron Quattro concept (perhaps to be called the Q6) will also be built at the Brussels plant when production begins in 2018. With this announcement comes news that production of the A1 will shift from Brussels to Martorell, Spain, while Q3 production will move from Spain to Gyor Hungary. Volkswagen rules out Eos successor

When Volkswagen introduced the Eos back in 2006, hard-top convertibles were all the rage – in North America, in Europe and around the world. But the trend, billed at the time as the best of both worlds, has long since subsided, leading to VW axing the Eos several months ago. And don't count on it getting a successor at some point down the line, either. At the Detroit Auto Show earlier this week, VW R&D chief Heinz-Jakob Neusser told Autocar that the Eos is down for the count. In fact it is "maybe the first model we take out of the market" in a reversal of the momentum that has seen the German automaker expand its lineup incrementally over the past several years – although the Chrysler-built Routan minivan was also canceled around the same time. The place the Eos occupied in VW's North American lineup is largely being taken by the more charismatic Beetle Convertible, and in Europe and other markets by the Golf Cabriolet that's still based on the previous-generation hatchback. The Eos, however, isn't the only hard-top convertible withdrawn from the market in recent years. Tin-top cabrios like the Lexus IS and SC, Cadillac XLR, Chrysler 200, Pontiac G6 and Volvo C70 have all gone the way of the dodo – as have Euro-market coupe-convertibles versions of models like the Ford Focus, Opel Astra, and Peugeot 207. The arrival of the Buick Cascada just goes to show that soft-roofed convertibles have won out, particularly as far as four-seat cabrios are concerned. The one notable exception where folding hard-tops are still gaining traction is among mid-engined exotic supercars like the Ferrari 458 and McLaren 650S, both of which opted for solid folding roofs instead of fabric ones. We've yet to see, however, which approach Lamborghini will take with the Huracan Spyder or Audi will with the next-generation R8, the predecessors of both of which featured fabric roofs.
