Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. Italian investigators search Lambo headquarters in VW probe

Italian investigators searched Lamborghini headquarters on Oct. 15 to look for evidence of managers' involvement in Volkswagen's emissions cheating. VW's main office in Verona was also inspected, according to Reuters. Lamborghini is owned by Volkswagen, and Lambo in turn is listed as the owner of VW Group Italia. Authorities wanted to find out if employees were conscious that the vehicles were skirting emissions rules. "It is one thing if I sell water and pretend it's wine, but if I sell water believing it is wine it's different." Verona chief prosecutor Mario Giulio Schinaia said to Reuters. Italian newspaper Gazetta del Sud reported that several managers in Italy were under investigation for alleged fraud. Prosecutors in Germany have also been rigorously investigating VW, and they recently staged a similar raid on the company's headquarters in Wolfsburg, Germany. The automaker reportedly turned over documents and other data relating to the software defeat device. Meanwhile, VW's internal investigation has turned up little wrongdoing, though a recent leak suggested otherwise, and at least 30 managers could have known about the defeat device. The automaker has disputed that figure. Volkswagen of America CEO Michael Horn testified before Congress that he believed only a few individuals were involved. The situation hasn't been easy on VW in the US, either. The Department of Justice has also been pursuing an investigation into the automaker. Plus, state attorneys general are filing lawsuits against the company for defrauding customers. VW has until Nov. 20 to explain a repair for the problem to the California Air Resources Board. VW Golf GTD wagon makes us swoon ahead of Geneva reveal

The European market is just crammed with power wagons we can't get our hands on: big ones like the Audi RS6 Avant and Jaguar XFR-S Sportbrake, but also little ones like the new Mercedes CLA45 AMG Shooting Brake, Skoda Octavia RS and Seat Leon ST Cupra. Now there'll be one more, and as you might have guessed, it comes from the Volkswagen Group. At the upcoming Geneva Motor Show, VW will present the new Golf GTD Variant. And if you're wondering what it's all about, it's all right there in the name: those three letters tell us it's a performance diesel, and the Variant name tells us it's a wagon (which we'd more readily recognize as the SportWagen on this side of the Atlantic). So there you have it: a performance-oriented diesel wagon, but not one we're never likely to see on American roads. If you ever did see one up close, though, you'd find a 2.0-liter turbodiesel four under the hood with 181 horsepower and 280 pound-feet of torque – enough to send this nimble oil tanker to 62 in 7.9 seconds, all the while returning over 53 miles per gallon (on the lenient European cycle, anyway). Along with the engine, VW has thrown in other GTD performance-minded bits, including a sports suspension and progressive steering. Visual telltales include unique front and rear bumpers, grilles, 17-inch alloys, blacked-out roof rails, smoked taillight lenses and an interior with plaid sports seats, stainless steel pedals... the works. European buyers will be able to enjoy all this and more while hauling all their stuff down the Autobahn, passing gas station after gas station in oil-burning bliss.
