For car enthusiasts, the most exciting part of ringing in a new year is watching the list of import-eligible cars grow. Federal regulations make bringing a late-model car from Europe or Asia mind-bogglingly difficult, but these barriers fall as soon as a vehicle turns 25. There's no need to slash through a jungle of red tape; simply ship your dream forbidden fruit over, pay import duties, and in most states you're good to park a fresh import car in your garage. Of course, you need to locate any car you're considering importing, whether it's on this list of cars you can import in 2023 or not. A quick search of the internet will show that there are a lot of places that specialize in sourcing cars to import into the United States, and while we don't have any firsthand experience with any of them, we can point out a few well-known import car dealers, including some at auction. Duncan Imports and Classics bills itself as "America's Largest JDM Dealer" and keeps a large inventory of vehicles that have already been brought into the States. The Import Guys boast options to ship and finance worldwide, Davey Japan claims to have exported over 50,000 vehicles from Japan, and Goonet Exchange says it's operated by "Japan's largest used car information site." Japanese site Be Forward lists a staggering 10,949 online reviews at the time of writing with an average score of around 4.5 out of 5 stars. If your new year's resolution is to buy a car from overseas, here are some of the highlights from 2023's crop of importable cars. Keep in mind that some of these import cars were introduced in 1997 but didn't enter production until 1998, while others made their debut late in the year. And without further ado, here is a list of six cars that are eligible for import to the U.S. in 2023 that are worth noting. EPA message to automakers: You're on notice

With top administrator Gina McCarthy speaking about the "moral obligation for climate action" on Friday, the Environmental Protection Agency announced it would ramp up its oversight of the auto industry in the wake of Volkswagen's emissions cheating. In a letter sent to manufacturers Friday, the agency said it would begin examining cars to see whether they contained defeat devices "in addition to the standard emissions test cycles." "We are putting vehicle manufacturers on notice." Exactly how the agency plans to test for these devices – which are not devices per se, but algorithms contained in millions of lines of software code that govern vehicle functions – remains unclear. Christopher Grundler, the director of the EPA Office of Transportation and Air Quality, divulged few details in how the agency would uncover so-called defeat devices used by cheaters. "Not today – or actually ever – I'm not going to be describing what new ways we'll be using to detect these defeat devices." Later, he said engineers will have to "come up with some clever ways to do this." The only insight he offered was that the EPA, California Air Resources Board, and Environment Canada would partner on testing more cars for emissions and anomalies. Grundler also said the EPA would diversify its testing fleet. In addition to relying on vehicles provided by manufacturers, the federal agency will now also borrow cars from "private citizens" and utilize rental cars for tests. "We are putting vehicle manufacturers on notice," he said. Joint investigations between EPA and CARB have "been very successful in protecting human health and the environment," said Janet McCabe, the agency's acting administrator in the Office of Air and Radiation. "But we also know, and the Volkswagen violations before us now make it clear, we need to adapt and step up our oversight." That may include an increase in on-road testing in addition to the five emissions tests now more relied upon. The EPA owns and maintains 23 portable emissions-monitoring systems like the one used by West Virginia University researchers who first detected elevated levels of nitrogen oxide emissions from two Volkswagen diesel vehicles. Right now, they're almost exclusively deployed to monitor emission from heavy-duty vehicles, whose NOx emissions "dwarf" the amount produced by light-duty vehicles, which produce less than 2 percent of the total, according to the agency's figures.

Volkswagen tipped to launch turbocharged Up! with 100 hp

Overseas customers enticed by the compact dimensions of the Volkswagen Up! but turned off by its diminutive 1.0-liter three-cylinder engine may be encouraged by reports that the German automaker is planning a more potent turbo version. Previewed by the GT Up! concept showcased at the 2011 Frankfurt Motor Show (pictured above), the more performance-oriented model is expected to pack the turbo three from the larger Polo, where it produces 100 horsepower channeled through a five-speed manual transmission. That may not seem like much, but it would put the existing 59- and 74-horsepower versions of the German city car to shame. That might not give it enough punch to keep pace with the upcoming Smart Fortwo Brabus (and its Renaultsport Twingo counterpart), tipped to pack as much as 130 hp, but it could stand to out-perform the existing 89-hp turbo models of both. Given that the reports are emanating from Brazil, however, it is possible that the Up! Turbo (or whatever it's ultimately called) would be limited to the South American market, if it's built at all. One thing's for sure, though: it's not likely to make it to North American showrooms anytime soon.
