Berlin demanding costly German recall of 12 million diesel cars

BERLIN - Germany's Transport Ministry is in talks with car manufacturers about updating the engine management software of up to 12 million diesel vehicles, people familiar with the talks told Reuters on Monday. The cost of updating cars could amount to as much as 1.5 billion to 2.5 billion euros ($1.7 billion to $2.8 billion), and the ministry is demanding that vehicles with engines conforming to the euro-4, euro-5 and euro-6 standards be part of the recall, government sources said. The German government has demanded that the auto industry shoulder the costs of the update and is pushing for a solution to be presented before German elections on Sept. 24. The ministry is in talks with German auto industry associations VDA and VDIK as well as representatives from local governments to try and cut nitrogen oxide pollution by about 25 percent, the sources said. The talks come amid growing opposition to diesel in the wake of an emissions cheating scandal at Volkswagen. Several European cities including Stuttgart and Munich have considered banning some diesel vehicles because of emissions of nitrogen oxides, which are blamed for causing respiratory disease. 11M VW diesels affected, Porsche and Audi under investigation

Volkswagen's diesel scandal is growing exponentially larger. In a new statement, the company admits that 11 million vehicles worldwide might be equipped with software capable of evading emissions testing. In addition, the Environmental Protection Agency is beginning an investigation into the 3.0-liter V6 in Audi models and the Porsche Cayenne in the US, according to The Detroit News. The automaker claims that from its investigation so far, the "relevant engine management software is also installed in other Volkswagen Group vehicles with diesel engines." However, the company finds that the "noticeable deviation" in test results and real-world numbers only relates to the Type EA 189 powerplant. That still leaves 11 million vehicles potentially skirting emissions rules, though. Governments around the world have started taking a closer look into the company, too. In the US, the EPA has begun testing VW's V6 diesel because "they were certified well before we knew what we know now," Christopher Grundler, director of the EPA's Office of Transportation and Air Quality, said to The Detroit News. The agency has started checking diesels from other automakers to make sure they're meeting the rules, as well. Germany, the European Union, and South Korea have instituted similar investigations. In response, VW is setting aside 6.5 billion euros ($7.25 billion at current rates) to cover servicing all of these diesels. The company admits that the figure might have to be adjusted depending on what happens next. The money is being deducted from its third-quarter earnings. VW recalls 420,000 vehicles for driver's airbag failure

Volkswagen is issuing a recall for 420,000 vehicles in the US because of a potential failure of the driver's side airbag. The campaign affects German-made examples of the 2010 Passat; the 2010-2013 Eos and Jetta; the 2010-2014 CC, Tiguan, and US-produced units of the Passat; the 2011-2013 Jetta SportWagen; and the 2011-2014 Golf and GTI. There are no reports of accidents or injuries related to this issue. Specifically, this problem comes because the steering wheel clock spring can be contaminated by debris, which moves the part's guide loops out of position. This can cause a tear in the electrical cable that controls the driver's airbag. If this happens, a warning light would illuminate, but the safety device would not deploy in a crash. VW is still identifying all of the affected VINs and developing a fix. The company plans to notify owners once everything is known. When the guide loops are dragged out of position, they may apply tension to the internal flat cable and cause it to tear. Should the cable tear, the electrical connection to the driver's front airbag may be lost, causing the airbag monitoring indicator light to illuminate. In a crash that warrants a driver front airbag deployment, the airbag will not deploy, leading to a risk of driver injury.
