This month's deals on wheels: 3 cars with incentives, rebates

On television, they come at you rapid-fire: truck deals, car deals, SUV deals. You don't have time to read the fine print, and many sound too good to be true. What follows are three deals that are both good and true. And check out our entire list of incentives and rebates. VOLKSWAGEN JETTA: With Dieselgate winding down and VW's all-new three-row SUV – the Atlas – winding up, Volkswagen is selling sedans with incentives. The Jetta remains VW's bestseller in the US. If you're looking for an immodest deal on modest transportation, you can do worse than a lease on the 2017 Jetta S. THE DETAILS: Purchase at 0.9% APR (no down payment required, available on new 2017 Jetta models financed by Volkswagen Credit, participating dealers only). At that rate, you could save $1,600 over the life of a loan. Offer ends May 1, but given the tepid market interest in sedans, incentives will probably continue through the balance of the model year. NISSAN TITAN CREW CAB: While some buyers will wait for Nissan's recently announced Titan King Cab, and commercial users will grab the regular cab and 8-foot bed, we'll recommend a lightly optioned 4X4 crew cab with standard V8 power, California-penned sheetmetal and a made-in-America footprint. Nissan's full-size pickup is finally a credible competitor in the pickup segment. THE DETAILS: With $3,500 cash back, on top of whatever deal you negotiate, Nissan is effectively reducing the window sticker of a Titan S crew cab by almost 10 percent. MITSUBISHI OUTLANDER: Some cars show up on buyers' radar, some don't. Some aren't anywhere near the radar room. Mitsubishi's Outlander is one of those. But that doesn't diminish its basic attractiveness, especially for young families looking for an affordable three-row SUV with responsive power and competitive features. Add one of the industry's longest warranties and a compelling deal, and you suddenly have reason to track down a Mitsubishi dealer. THE DETAILS: It couldn't be simpler – negotiate your best deal on a 2017 Mitsubishi Outlander, and then receive a $2,000 rebate; on a remaining 2016, it's $3,000. We'd select a fully-equipped GT 3.0S – AWC, which hooks Mitsubishi's V6 to a conventional automatic (vs. a CVT on lower-priced models) and all-wheel drive. VW orders external probe into diesel emission scandal

There are well over 480,000 Volkswagen-made, diesel-powered vehicles currently traveling roads in the United States that do not meet the Environmental Protection Agency's emissions requirements. This, as you can probably imagine, is a very big deal, and has led VW CEO Professor Doctor Martin Winterkorn to release an official statement on the matter. "I personally am deeply sorry that we have broken the trust of our customers and the public," he said. It's important to note that these vehicles run software with a so-called "defeat device" that kicks in when the on-board computer senses that it is being tested for emissions. When the car is operating normally – in other words, when its exhaust isn't being sniffed – the cars do not meet US emissions standards. According to the EPA and the California Air Resources Board, affected cars emit as much as 40 times the allowable level of certain pollutants. "We will cooperate fully with the responsible agencies, with transparency and urgency, to clearly, openly, and completely establish all of the facts of this case," according to Winterkorn, who added, "Volkswagen has ordered an external investigation of this matter." It's not yet known who will carry out this investigation. At present, there are still a number of 2015 Volkswagen models on dealer lots that do not meet emissions requirements. VW has issued a stop sale on vehicles equipped with the 2.0-liter TDI diesel engine. What's more, the German automaker has been barred from selling 2016 model-year vehicles that use this engine, according to The Detroit News. Last year, diesel vehicles made up about 22 percent of all VW sales, which means these restrictions will have a big impact on the brand's sales performance until a remedy is found and the vehicles are approved for sale. Interestingly, the EPA has started a campaign of sorts to test vehicles from other automakers that sell diesel-powered vehicles in the United States to make sure they comply with emissions requirements under all operating circumstances. The EPA says it "will be reviewing [its] compliance protocols and introducing ways in which [it] can effectively test not only for emissions performance but also for the potential presence of defeat devices," according to a statement provided to The Detroit News. 2015 Volkswagen Touareg [w/video]

The second-generation Volkswagen Touareg has been in production since 2010, and is therefore staring down the last part of its model cycle. To keep buyers interested, the company has undertaken a refresh of its upscale midsize SUV. As is typical of these things, the changes include some exterior and interior rejuvenation, as well as increased content levels and a slight uptick in price. The basics of the styling changes are pretty straightforward. The 2015 Touareg can be pretty easily spotted versus the outgoing model by way of its four-bar chrome grille, a cleaner headlight design, bigger VW badge and a completely new lower front clip. (I got one photo of the old and new models side-by-side for my Twitter followers before we rolled out on the drive.) There's also a thin strip of chrome that runs around the bodywork, standard LED taillights and a selection of three new wheel styles and five new paint colors. Inside, I found it harder to spot the changes, old to new. The Touareg's switchgear has been updated and there's a new frame for the infotainment display, but there's no piece that stands out and says "new model year!" Powertrains and mechanical bits all carryover from the 2014 Touareg, too. But there were a few functional changes to the vehicle, primarily in the new Driver's Assistance Package, for me to take note of as I took a lap of my favorite Ann Arbor, MI driving route. Drive Notes Let me start with the newest news then, the Driver Assistance pack. Volkswagen will sell you this suite of safety gear on either the mid-level Lux or the top-end Executive trims, for $2,500. The package included adaptive cruse cruise control, "Front Assist" for emergency braking situations, lane-keep assist and blind spot monitoring. If the contents of that package don't strike you as revolutionary, you're not alone. Some or all of the technologies that are new to the Touareg have been around other showrooms – and other VW family products – for quite a while. Still, they're nice to have as options. All of the driver assistance features that I was able to test worked as advertised, too. The adaptive cruise uses cameras, radar and ultrasonic sensors, so it isn't likely to be impacted by inclement weather, which is nice. I also appreciate that the lane-keep assist (which offers the driver a haptic buzz to the steering wheel when straying out of the lane) can be turned off, or turned down in terms of intensity and reaction time.
