Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

My first car didn't have air conditioning. Well, that's not entirely true. The car had A/C, it just didn't work. Nevertheless, I survived summer after summer of sweating behind the wheel – par for the course in a 15-year-old Mitsubishi with 235,000 miles on the odometer. But it's another thing entirely when that same experience happens in a 2015 Volkswagen GTI after just 7,000 miles of use. That's how Autoblog kicked off summer with the long-term GTI: sweating in plaid seats. The car went to Suburban Volkswagen in Troy, MI, where the technicians told me the air-con just needed a recharge (despite asking them to inspect it further). They recharged it, the air blew cold, and 48 hours later, the A/C stopped working again. (Surprise!) The problem was a leak in the compressor/condenser line, so a new one was installed, the system was charged, and now it's fixed. For real this time. Unfortunately, that second-coming happened during a road trip with editor-in-chief Mike Austin at the helm. His logbook comments are, as you'd expect, appropriately salty. "Everybody loves the GTI, right? Not quite. I drove to Toronto for a weekend. On the way home, the A/C quit working. This wasn't too much of a problem until we hit the border control line to re-enter the United States. I always pick the slow line, somehow. Thusly baked in the heat, with outside temperatures above 80, the GTI didn't cool back down for the rest of the trip. Then I learned we already fixed the A/C once." "Of course, any car on that day with a surprise A/C failure would earn my ire," Austin notes. "It just seems a little more irritating on a new car. Otherwise, yeah, this is a great car." A great car, indeed. Everyone loves spending time with the GTI. It's got plenty of power, it's quiet, it's comfortable, and it eats up highway miles. We've got just over 10,000 miles on the odometer as of this writing, and as summer carries on, many editors have requested extended periods of seat time in the GTI for weekend getaways and longer road trips. But it's still not perfect. Following the A/C fiasco, there's another, more curious problem plaguing the GTI. Every time the car starts, a weird, varied-tempo, loud clicking is heard from the dash. We think it's coming from the direction of the glovebox, and it's not the same click patten every time. Sometimes it's one or two knocks, sometimes it's several. See what I mean in the video below. Mixed sales results, but automaker stocks rise on need for cars in Houston

DETROIT — The Big Three Detroit automakers on Friday reported better-than-expected August sales and issued optimistic outlooks for demand as residents of the Houston area replace flood-damaged cars and trucks after Hurricane Harvey, sending their stocks higher. General Motors, Ford and Fiat Chrysler posted mixed August U.S. sales, with GM up 7.5 percent and Ford and Fiat Chrysler down. Japanese automaker Toyota improved sales by nearly 7 percent, while Honda fell 2.4 percent. Still, analysts focused on the potential for Detroit automakers to cut inventories and stabilize used vehicle prices as residents of Houston, the fourth largest city in the United States, are forced to replace tens of thousands, perhaps hundreds of thousands, of vehicles after the devastation from Hurricane Harvey. Mark LaNeve, Ford's U.S. sales chief, told analysts on Friday that following Hurricane Katrina in 2005 "we saw a very dramatic snapback" in demand. That said, Ford sales fell 2.1 percent in August. It sold 209,897 vehicles in the United States, compared with 214,482 a year earlier. Sales were down 1.9 percent in the Ford division and off 5.8 percent at Lincoln. Demand was down for cars, crossovers and SUVs. It was not clear how many vehicles in the Houston area will be scrapped, LaNeve said, saying he had seen estimates ranging from 200,000 to 400,000 to 1 million. Ford's Houston dealers may have lost fewer than 5,000 vehicles in inventory, he said. Ford is the No. 1 automaker in the Houston market, with 18 percent share, according to IHS Markit. The company plans to ship used vehicles to Houston dealers and has "every indication we would have to add some production" of new vehicles to meet demand, LaNeve said. Investor concerns about inventories of unsold vehicles and falling used car prices have weighed on Detroit automakers' shares most of this year. Now, automakers can anticipate a jolt of demand from a big market that is a stronghold for Detroit brand trucks and SUVs. "It's got to be a positive for the industry," LaNeve said. Investors appeared to agree. GM shares rose as much as 3.3 percent to their highest since early March. Ford increased 2.8 percent at $11.34, and Fiat Chrysler's U.S.-traded shares were up 5.2 percent $15.91, hitting their highest in more than five years. GM reported a 7.5 percent increase in U.S. auto sales in August, helped by robust sales of crossovers across its four brands.
