VW to pay $1B in settlement with US government over V6 diesels

Volkswagen and the US government have come to a settlement for the civil claims against the automaker's 3.0-liter, diesel V6s. Over 83,000 V6 TDI-powered models are currently prowling US roads in violation of emissions laws. The settlement allows VW to recall over 75 percent of its cheating V6 diesels – about 63,000 units – and bring them into compliance. These represent newer VW Touaregs, Audi A6, A7, A8, Q5, and Q7s, and Porsche Cayennes built between 2013 and 2016. According to the company, the recall will bring these so-called Generation Two engines up to emissions specs, provided the EPA and CARB okay the modifications. Should the regulators say no to VW's tweaks, the company will buy back or terminate leases with the affected owners. For older V6 TDIs built between 2009 and 2012, Volkswagen will do broadly the same thing, only in reverse. It will lead with buy backs of older Touaregs and Q7s – the only vehicles the company sold with the earlier engines – but could offer fixes if EPA/CARB give the okay. As part of its agreement over the emissions-cheating V6s, Volkswagen will contribute $225 million to the "environmental remediation trust" it established as part of its settlement over cheating 2.0-liter TDIs. VW is also on the hook for $25 million with CARB, bringing the total for the six-cylinder part of its emissions cheating scandal to around $1 billion, Automotive News reports. An inside look at VW's new California R&D center

Less than two months ago, the Volkswagen Group opened a new facility in Oxnard, California (about an hour's drive west of Los Angeles). The $27 million investment, touted as Test Center California (TCC), serves as a research and development lab testing emissions for all brands under Volkswagen's umbrella, including its newest member, Porsche. While still not fully operational, we toured the new 64,000-square-foot building last week and had a first-hand opportunity to see just how much work is involved testing engines and meeting increasingly stringent government emissions standards.
Replacing a similar facility established in 1990 in Westlake Village (about 20-minutes east of the new location), our guide explained how Oxnard was chosen for its temperate climate, varied regional terrain for test drives and low altitude. (The area is only a few feet above sea level - a critical parameter when instrument testing emissions.) The new facility is capable of analyzing hundreds of vehicles, prototypes and customer-owned vehicles, annually.
Most interesting to us was the huge stainless steel climate chamber, with a massive four-wheel dynamometer that allows VW to test running vehicles in both scorching desert and freezing climates without ever leaving the building (an Audi Q7 was running in place during our visit). We were also mesmerized by the countless storage tanks and intricate plumbing of chemicals, stored in both liquid and gas states, needed to perform the variety of tests. Lastly, we took a look at Bugatti's service center on the west coast, located completely within the new center. While there were no supercars on site, the facility is equipped with plenty of spare forged wheels (mounted with expensive Michelin PAX tires) and a Veyron-specific repair jig that allows the vehicle to be completely disassembled, if needed. It is a shame that the facility, which set off all of our automotive geek alerts, is closed to the public.

Former chairman Piech opposing his nieces' VW board nominations

Someone needs to option the rights to the Ferdinand Piech story for an HBO series, because it perfectly mixes the corporate intrigue of Mad Men with the family drama of The Sopranos. Plus there are some cool cars. In the latest episode, Piech isn't happy with Volkswagen's appointment of two of his nieces – Julia Kuhn-Piech and Dr. Louise Kiesling – to replace he and his wife on the automaker's supervisory board. The recently ousted chairman could try to stop them. According to German publication Bild, Piech thinks his two relatives lack the necessary automotive experience to serve on the board. Therefore, he suggests one-time Ford Premier Automotive Group boss Wolfgang Reitzle and former Siemens manager Brigitte Ederer to take the seats. However, a VW spokesperson told Automotive News Europe that there were no objections to the women's appointment, except for this story from Germany. Piech's nieces are already officially appointed to the VW supervisory board, and it's approved by the Braunschweig Local Court in Germany. His only real option to challenge them would be to file a lawsuit, according to Automotive News Europe. While the new appointees don't have their uncle's decades of history in the auto industry, they do have business experience. Dr. Kiesling has a degree in vehicle design from the Royal College of Art in London and is the managing director of an Austrian textile maker. Kuhn-Piech works in real estate sits on the supervisory board of German truck maker Man.
