Recharge Wrap-up: Audi's EV SUV to be built in Brussels, Mercedes-Benz to extend EV range

European Union Industry Commissioner Elzbieta Bienkowska is demanding that Volkswagen compensate owners of cars affected by the diesel emissions scandal. She says European customers should receive the same goodwill compensation as American drivers, whom VW is providing with $1,000 worth of recompense. "The issue of compensation goes beyond the difference in the legal setup between the US and the EU and plays a fundamental role in viewing VW as a responsible and trustworthy company," says Bienkowska in a letter to Volkswagen CEO Matthias Mueller. Bienkowska has also requested detailed data about the vehicles and "corrective measures" VW is planning. Read more from Automotive News Europe. Mercedes-Benz will equip its plug-in vehicles with higher-capacity batteries as it expands its electric model range. While the PHEVs it has released so far have electric driving ranges between 14 and 20 miles, better batteries should extend that range starting around model years 2018 or 2019. After releasing a slew of plug-ins by the end of next year, Mercedes-Benz development director Dr. Thomas Weber says, "The next-generation vehicle will overcome the 30-km to 50-km hurdle and then the next generation after that will be 80-100 km when they run as pure electric cars." The batteries for the vehicle based on the Audi E-Tron Quattro concept (perhaps to be called the Q6) will also be built at the Brussels plant when production begins in 2018. With this announcement comes news that production of the A1 will shift from Brussels to Martorell, Spain, while Q3 production will move from Spain to Gyor Hungary. Canada expands cooperation with EPA over VW scandal

It doesn't take much more than a stiff breeze to send some US pollution northward across the 49th parallel. Perhaps that's why the Canadian government says it is standing strong with the US in its continuing investigation of Volkswagen and the allegations and self-reporting that the automaker installed software to try to game emissions regulations. In fact, the Canadian government is going to do its own slate of on-road testing to see how VW diesel engines perform in real-world conditions. Last year, about 1.8 million new light-duty vehicles were sold in Canada, which is about equal to how many were sold in Maryland. That compares to about 17 million new-vehicle sales for the US. But every bit counts when it comes to an increase in potentially harmful emissions, and the Canadian government says it wants to make sure VW's diesel engines are being properly monitored, whether they're sold in Detroit, MI, or across the river in Windsor, Ontario. And that means following up – together – on allegations that Europe's biggest automaker is using so-called "defeat devices" in what it has long called its "clean diesel" engines. The automotive industry continues to be roiled by the VW scandal, in which the automaker said that as many as 11 million of its vehicles may contain software programmed to manipulate emissions-testing procedures. Volkswagen has set aside $7.3 billion to deal with the scandal, while VW CEO Martin Winterkorn was forced to step down after the issue became public. Environment Canada issued the following update on the issue: "The Government of Canada has a long history of collaborating closely with the U.S. Environmental Protection Agency (EPA) to align emission standards, as well as to provide oversight and verify compliance with applicable emission regulations "Today, the Government of Canada is announcing that it has expanded its ongoing collaborative work with the U.S. EPA to assess other diesel vehicles for defeat devices and compliance issues. Elon Musk says VW scandal proves limits of fossil fuel cars

Tesla Motors chief Elon Musk didn't appear to mince words when commenting on Volkswagen's diesel-emissions scandal when making comments at the Federal Ministry for Economic Affairs and Energy conference in Berlin this week, according to Bloomberg News. Musk called the news of scandal "obviously bad." He also used the opportunity to note that he thought the German automotive industry may be lacking when it came to getting its powertrains to cut emissions. Pretty tough talk in Berlin. Musk did note that, when it came to clean electricity generation, Germany was ahead of many countries. But he also used the occasion to note that global industries could do a better job addressing "the chemical constituency" of the world's air and oceans. Musk also spoke to the Belgian press about the VW scandal this week. Asked if people might lose their faith in green technology, Musk said that what the scandal shows is that "we've reached the limit of what's possible with diesel and gasoline. And so, the time, I think, has come to move to a new generation of technology." You can see his comments in the video above, starting at 1:12. Musk made these comments as the automotive industry reacts to news that Volkswagen tried to game the system by manipulating its diesel-powered vehicles to meet worldwide emissions regulations. VW has set aside $7.3 billion to address the issue, and has estimated that at least 11 million vehicles may have been programmed to cheat emissions mandates. As a result of the scandal, VW CEO Martin Winterkorn has stepped down and Porsche chief executive officer Matthias Muller has taken over. For those keeping track, VW sold almost 51,000 diesel vehicles in the US through the first eight months of the year. That is about eight percent less than a year earlier but is probably about three times the number of Tesla Model S electric vehicles Musk sold in the US (we say probably because Tesla discloses neither monthly nor country-specific sales). So, while this may not be a case of diesel envy, Musk did have a pretty wide-open shot to tweak VW and its reliance on diesel technology.
