Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." VW execs didn't think diesel problem would be so serious

Volkswagen Group has admitted that former chairman Martin Winterkorn received two memos about the diesel scandal in 2014. Top execs ignored the problem because they didn't think it was a serious issue. VW disclosed these details to counter allegations in a German shareholder lawsuit that alleged the automaker violated the law by withholding the info from investors. A memo on May 23, 2014 first advised Winterkorn about emissions cheating. According to VW, the document was part of the exec's weekend mail, and the company's investigation didn't discover whether Winterkorn actually read it. A rumor last month alleged this memo existed. Another memo for Winterkorn on November 14, 2014 was about several defects, including the diesel engines. The document estimated it would cost 20 million euros ($22 million US at current rates) to fix the problem. The chairman learned about the issue again on July 27, 2015, during a meeting on product issues. "Mr. Winterkorn asked for further clarification of the issue," according to VW's statement. Things got serious at the end of August 2015. Things got serious at the end of August 2015 when technicians explained the diesel issue to the legal department. VW came clean to the California Air Resources Board and the Environmental Protection Agency on September 3. A memo told Winterkorn the next day, which was also previously alleged. According to this investigation, management didn't believe the diesel problem would affect the stock price, and they estimated the cheating might cost at most a few hundred million dollars in fines. The execs were clearly wrong. The share price dropped after the scandal broke last September, and the problems have started to affect its divisions. According to Reuters, Audi reported it suffered 228 million euros ($249 million) in costs in 2015 from the emissions issue and repairing Takata's faulty airbag inflators. Volkswagen still doesn't know the exact costs of the scandal, but the automaker's law firm, Jones Day, plans to release a report in the second half of April to explain the whole affair. By that time, we might also know how VW plans to fix the problem because a judge recently gave the company until March 24 to outline a fix for the 2.0-liter TDI. CARB started evaluating a repair plan for the 3.0-liter TDI in early February.

Skoda's next concept is a 300-mile electric SUV

If you thought Volkswagen wasn't serious about electric vehicles, think again. Its subsidiary Skoda will reveal an electric SUV concept called the Vision E at the Shanghai auto show in a few weeks. Not only is it the fourth all-electric concept shown by the VW group (following the I.D., I.D. Buzz, and Sedric), but it previews the electrified future of Skoda, which announced that it will have five pure EVs in its lineup by 2025. The Vision E is just as impressive as the company's electric ambitions, too. It boasts a roughly 310-mile range on a charge, and packs a motor that makes about 300 horsepower. The car will be capable of level 3 autonomy, which will allow it to operate autonomously on highways, in stop-and-go traffic, and to find parking spaces. Its top speed isn't amazing at around 111 mph, but it isn't a sports car. Rather, it's an "SUV coupe" similar to the BMW X6 and Mercedes-Benz GLC Coupe. As such it has a more sedan-like back. The styling is also unique with full-width headlights and foglights, and another lighting element that extends from the front fender down the doors. The only obviously Skoda styling cue is the bulge down the center of the hood. The Vision E is also similar to the X6 and GLC Coupe in other ways. Its specs are quite close to those crossovers, particularly the Mercedes. It's a few inches shorter than the GLC Coupe, but it's an inch wider. It also makes the same amount of horsepower as the entry-level X6 and outguns the Mercedes by an impressive 59 horsepower. Of course, these are figures currently only projected and hypothetical since the Vision E is a concept, but it helps us get an idea of what this vehicle is like. So far, Skoda has only released sketches of the concept. We'll have to wait until the Shanghai show to see the real thing. Related Video:
