Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. 2015 Volkswagen Touareg TDI Quick Spin [w/video]

There are two particularly great things about diesel-powered cars: torque and range. The 2015 Volkswagen Touareg TDI has both in spades. We put 190 miles on our test car, and upon return, the computer claimed we still had 490 miles to go. We weren't even averaging the EPA-estimaged 29 miles per gallon highway. Plus, that's in a sport-utility vehicle with tons of room and a whopping 406 pound-feet of torque. That said, our most recent adventure with the Touareg wasn't totally positive. This thing feels decidedly long in the tooth, despite a 2014 refresh. Driving Notes The Touareg TDI's powertrain really is the star of the show. The 3.0-liter, turbodiesel V6 has been in service since 2009, but it's still a dynamite engine. With 240 horsepower and 406 pound-feet of torque, the latter of which can be called upon at just 2,000 rpm, there's no shortage of thrust under your right foot. Turbo lag is an issue when you get aggressive with the throttle, but don't drive like a boob and you'll be fine. ZF's critically acclaimed eight-speed automatic delivers that power to all four wheels. But where other ZF-equipped vehicles deliver a crisper, sharper character, the TDI's trans is tuned for a far more relaxed driving experience. Upshifts are leisurely; the eight-speed keeps you right in the thick of the Touareg's broad torque curve. The suspension tuning follows a similar philosophy. It's far more comfortable than dynamic, soaking up all manner of bumps and general imperfections with aplomb. That said, the Touareg does not feel floaty or disconnected – just smooth. The greasy bits of the Touareg are very desirable, but the package they're wrapped in is less so. It's not that the interior or exterior designs are necessarily bad – fans of Earth tones will love our tester's Black Oak Brown Metallic paint and Cornsilk Beige interior – they're just kind of bland, or anonymous. The switchgear and buttons come from the Volkswagen parts bin, and while they're fine on a $20,000 Golf, these pieces aren't as appropriate in a vehicle that starts at more than twice the price. The dash plastics and faux wood don't look as nice as what's inside an Acura MDX, or even a Jeep Grand Cherokee. This mid-level Touareg TDI Lux starts at $57,580.

Volkswagen offers Beetle Classic, priced from $20,195*

The current Volkswagen Beetle already tries to be a fairly retro-looking ride by cribbing styling elements from the iconic original. However, for the new, limited-edition Classic model, VW is hopping into the time machine to grab even more vintage cues. The company is even cutting the price, perhaps in hopes of turning around flagging sales this year. You don't need to wait long for any of these upgrades either because the automaker says that the Classic goes on sale this week for $20,195, *excluding the $820 destination charge. That's $100 less than a bone-stock Beetle.
Starting as a standard Beetle with VW's 1.8-liter turbocharged four-cylinder with 170 horsepower and 177 pound-feet of torque, the Classic edition comes with a six-speed automatic and then adds some retro flair. It includes new vintage-look 17-inch wheels with simulated dog dish polished hubcaps over black spokes. It also comes with a rear spoiler, and the automaker is offering the model in Pure White, Black Uni, and Reflex Silver.
The interior mixes in a few more classic touches but includes modern amenities like a standard navigation system, satellite radio and multifunction steering wheel. However, the seats are finished in a two-tone design combining light brown leatherette on the sides and checked cloth centers, plus lumbar support for the driver's side. The shift knob and handbrake also get wrapped in leather.
