Are more diesel scandals about to erupt?

More automakers may soon be embroiled, like Volkswagen, in diesel emissions scandals. According to the Daily Kanban, either the International Council on Clean Transportation (ICCT) or the Deutsche Umwelthilfe (DUH) will soon announce from 10 to 15 more cases of automakers cheating national diesel emissions rules. The outlet says three of the incidents are attributed to Opel. Studies conducted by the DUH, the University of Applied Sciences in Bern, Switzerland, and the UK's Leeds University found that Opel's diesel Zafira, Corsa, and Vectra models emit more NOx than European regulations allow when tested in ways that go beyond the European testing protocol, such as when done on a four-wheel rolling road instead of a two-wheel rolling road. Opel said the accusations had no merit. Specifically on the Zafira, the DUH asked Opel about the emissions findings, and Opel said that no General Motors software contains any measures to enable cheating. Opel then tested a Zafira of its own "both on a two- and a four-wheel roller dynamometer," finding that "The emission behavior determined in each case does not differ from one another." That makes this a case of he-said-she-said for the moment. The Daily Kanban's sources say the cheating methods "range from the crude to the highly sophisticated," with those at the latter end complex enough to render Volkswagen's methods "pedestrian." As for any automakers who might be named, the matter of real-world emissions exceeding a legal limit doesn't mean a carmaker has designed systems that cheat, it might mean the company designed the car to pass a test. Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. Volkswagen Cross Coupe GTE concept previews new midsize CUV... again

Volkswagen has taken a big step towards the long-awaited second model to be built at its Chattanooga, TN factory, introducing the two-row Cross Coupe GTE Concept at the 2015 North American International Auto Show. The relatively handsome two-row crossover borrows its basic styling language from the CrossBlue Concept that launched at the 2013 Detroit show (that we later had a brief chance to drive), and the CrossBlue Coupe from that year's Shanghai Motor Show. To be entirely frank, it just looks like a much more production-ready version of the Shanghai concept. The more aggressive elements of that model, like its rear taillights, rounded wheel arches, and aggressive front and rear fascias, have been toned down considerably. In other words, this concept almost wouldn't look out of place on the average road. Changes in the cabin are similarly minor, with the same basic design as the CrossBlue, complemented by a 12.3-inch digital instrument cluster and a 10.1-inch touchscreen display. While it's still quite clearly a concept car interior, it's not hard to imagine VW transitioning this cockpit into a production model. Riding atop the Volkswagen Group's MQB architecture – making it a relative, albeit distant, of cars like the VW Golf, Audi TT and the Euro-market Passat – the Cross Coupe GTE is motivated by a 3.6-liter VR6 that's been mated to not one, but two electric motors (one on each axle). The gas engine offers up 276 horsepower and 258 pound-feet of torque, while the front axle's electric motor generates 54 hp and 162 lb-ft of torque, and the rear can deliver a more robust 114 hp and 199 lb-ft of torque. That cacophony can be easily boiled down to this: the Cross Coupe GTE has a total system output of 355 hp and 280 pound-feet of torque, which is good enough to get the five-seater to 60 miles per hour in six seconds, on to a top speed of 130 miles per hour. As a plug-in hybrid, though, there's more to the Cross Coupe GTE then just its power output. Range plays a big role, and in that regard, this concept is fairly average. It can cover 20 miles when its 14.1-kilowatt-hour lithium-ion battery is charged up. Beyond that, the drivetrain can be set to a number of modes to optimize the behavior of plug-in-hybrid powertrain. In E-Mode, which can be locked in via a battery hold/battery charge mode, all 20 miles of range are available, although the Cross Coupe's driver will only have the 114-hp rear axle electric motor to work with.
