Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. Examples include optimizing shut-down schedules, reducing solvent emissions, energy recovery programs, and recycling paper, plastic, and water. Read more at Green Car Congress. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. Best cheap SUVs: You don't have to pay a lot to get a lot

Here's a news flash: Everything is a lot more expensive now! And that definitely goes for new SUVs, with prices that keep nudging higher and higher. Actually "nudging" might be too soft of a description for their motion. "Skyrocketing" is probably more accurate.  While higher prices and hefty interest rates have likely knocked a lot of people out of the new car market entirely, there are still quite a few cheap SUV choices. Better still, they're not terrible! Far from it, in fact. While the lowest price SUVs used to be drab, sorry affairs best left to the lots of Avis and Budget, that is definitely not the case today. Not only are there legitimately appealing cheap SUV choices, they offer genuine differences in character, capability and design. It's not just a series of anonymous boxes with different badges. Below you won't just find a simple list of the cheapest SUVs available. We are actually pointing out the best ones. They are listed from least expensive to most expensive, with none exceeding a starting price of $30,000. Most are subcompacts, but a few of our top choices in the compact SUV segment snuck on. Finally, please excuse the crummy photo quality. We sought out representative trim levels of the prices in question rather than just reusing pretty carmaker-provided photos of the most expensive trim levels. Still, what started life as an undefinable funky tall hatchback now finds itself in its third generation with numerous vehicles of similar shape and size that are dubbed "small SUV" or "small crossover." If it walks like a duck and quacks like a duck ... Call it what you will, but the Soul delivers the goods with tons of equipment and space for its price and size, an agreeable driving demeanor, and an even more powerful engine upgrade than the Kona's. We also think it's pretty cool. All of the above helped it win our subcompact SUV comparison test. Now, if there's one area where the Soul does not satisfy a typical SUV requirement, it's the lack of available all-wheel drive.

Volkswagen Beetle Special Edition Concepts consider some colorful possibilities

Volkswagen is using the 2015 New York Auto Show as an opportunity to check consumer reactions to possible special editions of the Beetle. The company's concepts are each aimed at different market niches, and they play up the idea of the car as a fashion accessory as much as a mode of transportation. VW does the most work to the Beetle R-Line concept for performance-minded buyers. Covered in Oryx White Pearl, the model is 0.6-inches wider than stock and wears a more aggressive front bumper with larger intakes. There's even a vent at the tip of the hood sort of like a Porsche 911 GT3. The pearlescent paint really pops thanks to some gloss black trim that covers a rear diffuser and the edges of the spoiler. For the other three concepts, VW tests out some new colors and trim for the Beetle. For example, the company thinks there's demand in the US and China for pink to be added to the palette, and the Pink Color Edition tries that out with a metallic shade. The Convertible Wave is painted in Habanero Orange Metallic but also has retro touches like chrome mirror caps, houndstooth fabric for the seats and a wood dashboard.
