Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.

Weekly Recap: 2016 CTS-V gives Cadillac new momentum for the new year

It's been a rough year for Cadillac. The historic luxury carmaker been in the news for all of the wrong reasons: Declining sales, ditching its advertising agency and the relocation of its headquarters from Detroit to New York. But in late December, Cadillac reminded everyone what it does best: Build some of the rawest and most compelling luxury sedans in the world, as evidenced by the 2016 CTS-V. This monster churns out 640 horsepower from a supercharged 6.2-liter V8. Sound familiar? That's the Corvette Z06 engine, and it makes this CTS the most powerful production Cadillac ever. It also puts the sporting divisions of the Germans on notice. The new CTS-V easily overpowers the Mercedes-Benz E63 AMG S 4Matic and its 5.5-liter biturbo V8 rated at 577 hp, and the BMW M5 (with the competition pack) and its 4.4-liter twin-turbo V8 that pushes out 575 hp. The rear-wheel drive Cadillac can sprint to 60 miles per hour in 3.7 seconds, which is close to the 3.5-second time turned in by the 4Matic-driven E63 S, and a bit quicker than the 4.1 seconds posted by the M5. With Magnetic Ride Control, General Motors' stout eight-speed automatic transmission (also used in the Corvette), Brembo brakes and a carbon-fiber option package that pretty much builds your car out of carbon fiber – it's clear this Cadillac means business. Truth be told, we expected this CTS-V to deliver. It's been a serious sports sedan for a decade, and the recent generation and its 556-hp arrogance have been particularly memorable. But notice what we're doing here? We're talking about product. Not who makes Cadillac's ads, or if the brand's headquarters has a mailing address in NYC. Like the 2016 ATS-V that's due in the spring, the debut of the 2016 CTS-V (on sale in late summer) is a shot in the arm for Cadillac, and its arrival comes during time of transition. The brand is trying to reinvent itself as a modern luxury maker. It wants new customers, a different image and obviously more sales. Those things are going to take time, but with a 640-hp sledgehammer of a sports sedan on tap for next year, Cadillac can still maintain some of its swagger through all of the change. Tanner Foust and Scott Speed get VW internships

Tanner Foust and Scott Speed both already have quite impressive motorsport resumes. The former is a rallycross and drifting champ, and the latter counts two years in Formula One with Toro Rosso among his accomplishments. Still, it's never too late for a career change. In a humorous new ad for Volkswagen, the professional racers take on the duties of summer interns at a dealership. The commercial is timed with the kickoff of the 2015 Global Rallycross Championship season in Fort Lauderdale, FL, on May 30 and 31. Speed and Foust are both racing in Beetle GRCs for the Volkswagen Andretti Rallycross team. This year's Bug is even more potent than last year, though. It now packs a 2.0-liter turbocharged four-cylinder engine to produce 553 horsepower and 465 pound-feet of torque, versus the previous 1.6-liter turbo four with to 544 hp and 387 lb-ft. The racer can reportedly hit 60 miles per hour in just two seconds thanks in part to low gearing and all-wheel drive. One of the Andretti team Beetles might look a little different, too. Foust is sticking with his Rockstar Energy Drink sponsorship, but Speed gets an animalistic livery for Shark Week to celebrate the annual event from the Discovery Channel. SCOTT SPEED TO RACE SHARK WEEK THEMED BEETLE GRC IN RED BULL GLOBAL RALLYCROSS SEASON OPENER Scott Speed and Tanner Foust will contest the Red Bull Global Rallycross Championship in Beetle GRCs, starting this weekend in Fort Lauderdale Herndon, VA — The Volkswagen Andretti Rallycross team begins its second full season of racing this weekend in Ft. Lauderdale. The team will again be battling with two Beetle GRC race cars, which debuted in the closing races of 2014. As Volkswagen enters its fourth consecutive year as a presenting sponsor of Discovery Channel's SHARK WEEK, Scott Speed will concurrently begin the Red Bull Global Rallycross season behind the wheel of the No. 41 SHARK WEEK Volkswagen Beetle GRC, wrapped for SHARK WEEK, which begins on July 5th. "My father raced with No. 41 in karts when I was younger so it's pretty special to me," said Speed. "I have only had the option to choose the No. 41 twice in my career and was able to win championships each time. Hopefully it continues to bring me luck in 2015!" New this year, the team has chosen to change the engine specification from the Beetle GRC race cars that ran in 2014.
