Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.

Final Volkswagen Eos to leave the plant in May

Volkswagen has made no secret of its plans to wind down production of the Eos hardtop convertible, and the automaker has already celebrated the model's retirement in the US with the Final Edition (pictured above). However, the company now has an actual time for that end to come. The final Eos rolls off the line from the VW factory in Portugal in May, according to Germany's Automobilwoche, and European customers have until March 27 to get any final orders in. The company has no plans to offer a successor, it previously indicated. After about nine years of production and some 230,000 made, the Eos proved to be a success, at least in its home market of Germany. A VW spokesperson told Automobilwoche it was the country's bestselling hardtop convertible at one point, but customer preferences have changed toward preferring soft-top models. That switch spelled doom for the Eos. Drivers who want some wind in their hair still have some choices in the VW lineup. The Beetle Convertible remains on sale in the US, and Europeans also get the droptop Golf. Recharge Wrap-up: Tesla charging times compared, VW's 70s hybrid tech

A video shows the difference in Tesla Model S charging speeds with different chargers. The video compares the 60- and 80-kWh versions of the car using a Tesla Supercharger, a CHAdeMo fast charger and Tesla's High Power Wall Connector (HPWC). With the Supercharger, both models charge from to 80 percent in 44 minutes. It's over an hour and a quarter for both cars with the CHAdeMo, but they're about neck and neck in terms of time. The HPWC takes the longest, with the 60-kWh car finishing long before the 85-kWh version. See the video above, and read more at Teslarati. Volkswagen had prototype hybrid technology back in the 1970s. A book called The Complete Book of Electric Vehicles by Sheldon Shacket describes the technology used in Volkswagen's Hybrid-Electric City Taxi prototype, which was based on the Type II microbus. It used the automaker's 1.6-liter air-cooled flat-four (borrowed from the Beetle) along with a Bosch DC shunt electric motor and 11 lead-acid batteries. Interestingly, the hybrid taxi prototype also featured an electric sliding door and a bulletproof bulkhead separating the driver from the passengers. Read more at Jalopnik, and at Green Car Reports. Country music star Lee Brice is going on tour fueled by biodiesel. Partnering with nonprofit environmental organization Reverb, Brice is using the biofuel to travel to college campuses. "We're hoping to offset the environmental impact of the tour by supporting clean energy projects and using buses and trucks fueled with locally produced biodiesel," says Brice, who is personally focused on natural preservation and water conservation.
