Winterkorn not under official investigation in Germany

Prosecutors for the state of Lower Saxony in Braunschweig, Germany, are now saying that former Volkswagen CEO Martin Winterkorn is no longer specifically under investigation for his role in alleged fraud related to the automaker's diesel emissions scandal. The lawyers are clarifying that there's no formal inquiry into the exec because there's not yet enough evidence to establish a suspicion of wrongdoing, Bloomberg reports. However, they are still looking into VW's actions. Earlier this week, the prosecutors announced they had begun an initial investigation into Winterkorn for alleged fraud in the emissions regulation evasion. At that time, there were reportedly 12 complaints asking the lawyers to look into the case, including one from VW. Under German law, only a person could be charged for the potential crimes, rather than a whole company. "An initial suspicion must be based on facts, and you must begin an investigation before you can establish the facts," Christoph Schalast, a professor at the Frankfurt School of Finance, said to Bloomberg. Meanwhile in the US, the investigation continues into VW. The Department of Justice has the support from at least two senators to pursue criminal and civil charges against the company. The attorneys general in at least 29 states are also looking into things. Meanwhile, lawyers are building a class-action lawsuit, as well. To help in its defense, the automaker is employing the help of the same firm that defended BP during the Deepwater Horizon oil spill. Related Video:

Are more diesel scandals about to erupt?

More automakers may soon be embroiled, like Volkswagen, in diesel emissions scandals. According to the Daily Kanban, either the International Council on Clean Transportation (ICCT) or the Deutsche Umwelthilfe (DUH) will soon announce from 10 to 15 more cases of automakers cheating national diesel emissions rules. The outlet says three of the incidents are attributed to Opel. Studies conducted by the DUH, the University of Applied Sciences in Bern, Switzerland, and the UK's Leeds University found that Opel's diesel Zafira, Corsa, and Vectra models emit more NOx than European regulations allow when tested in ways that go beyond the European testing protocol, such as when done on a four-wheel rolling road instead of a two-wheel rolling road. Opel said the accusations had no merit. Specifically on the Zafira, the DUH asked Opel about the emissions findings, and Opel said that no General Motors software contains any measures to enable cheating. Opel then tested a Zafira of its own "both on a two- and a four-wheel roller dynamometer," finding that "The emission behavior determined in each case does not differ from one another." That makes this a case of he-said-she-said for the moment. The Daily Kanban's sources say the cheating methods "range from the crude to the highly sophisticated," with those at the latter end complex enough to render Volkswagen's methods "pedestrian." As for any automakers who might be named, the matter of real-world emissions exceeding a legal limit doesn't mean a carmaker has designed systems that cheat, it might mean the company designed the car to pass a test. Hyundai plans Level 4 autonomy by 2021 in a fuel-cell car

SAN FRANCISCO — Silicon Valley startup Aurora announced on Thursday partnerships with Volkswagen AG and Hyundai to develop a self-driving system within their vehicles, the latest tie-up between global automakers and Silicon Valley tech companies. Aurora was founded in 2016 by robotics expert Drew Bagnell, Chris Urmson, who came from Alphabet Inc's Google, and Sterling Anderson, who formerly worked at Tesla. For Hyundai, Aurora's technology will be incorporated into custom-developed models and tested in markets including China. Hyundai said the first model to be used in testing will be its latest generation fuel-cell vehicle, debuting at the CES technology conference in Las Vegas next week. The model name of the car, shown above, will be announced then. Under the alliance, Hyundai plans to commercialize level 4 autonomous vehicles — which can operate without human input or even human oversight under select conditions — in unidentified "pilot smart cities" by 2021. This is the first announcement on a self-driving technology partnership by the South Korean carmaker, which has traditionally shunned tie-ups in favor of developing technology in-house. The strategy has raised investor concerns that it may be left behind in the race for self-driving and electric cars. A company spokeswoman said Hyundai has "various collaborations" under way in self-driving technology and would continue to pursue cooperation. In a statement, Volkswagen said Aurora's self-driving technology can be integrated over time across the automaker's brands and in different product categories, whether self-driving pods, shuttles, delivery vans or self-driving trucks. Aurora and Volkswagen said they had been working together over the past six months to integrate Aurora's sensors, hardware and software into the German carmakers' electric vehicles to develop self-driving ride services in cities. The non-exclusive partnerships mark the first deals for the young Silicon Valley company and show how some carmakers have chosen to partner with technology companies with more experience in artificial intelligence, deep learning and robotics in order to save time and money bringing self-driving cars to market. Within the self-driving car space, Waymo — formerly Google's autonomous program headed by Urmson — is offering something similar. The tech company has been working with Fiat Chrysler since 2016 to outfit its Chrysler Pacifica minivans with autonomous technology.
