Texas sues VW over consumer protection, clean air violations

Texas has filed two suits against Volkswagen, charging that the automaker's emissions rigging violated state consumer protection laws and clean air standards. The lawsuit is part of a probe into the German automaker's diesel scandal being undertaken by 45 states and the District of Columbia. There are also over 250 class action suits that have been filed in US federal courts. Texas Attorney General Ken Paxton said Thursday that his state would seek restitution for consumers, and an injunction and civil penalties to prohibit future violations. Paxton, who himself has been indicted for securities fraud, said in a statement, "When companies willfully violate the public's trust, a penalty must be paid." Paxton said Texans purchased around 32,000 affected vehicles. There are about 49 authorized VW dealerships statewide. The Texas suit is asking for pollution fines of somewhere between $50 and $25,000 per vehicle (quite a spread, we know) for each day the vehicles were in use in the state. Volkswagen admitted in the middle of September that it installed devices designed to defeat government emissions tests on many Volkswagen and Audi diesel cars dating to model year 2009. Globally, 11 million VW group vehicles are affected. The automaker declined to comment to Bloomberg on the Texas lawsuit. Last month, Harris County, which includes Houston, filed a multimillion dollar lawsuit against VW, alleging the automaker contributed to air quality problems. Germany is finally getting serious about self-driving cars

Germany cleared the way for its giant automotive industry to develop and test self-driving cars, when the upper house of its parliament approved on Friday a law setting out the conditions under which they could take to German roads. Under the law, first mooted by Chancellor Angela Merkel last year, a driver must be sitting behind the wheel at all times ready to take back control if prompted to do so by the autonomous vehicle. Germany is home to some of the world's largest car companies, including Volkswagen, Daimler and BMW, all of which are investing heavily in a technology seen by transport minister Alexander Dobrindt as the "greatest mobility revolution since the invention of the car." That's not to say that German automakers have been standing still in the face of autonomous technology. VW recently outlined its vision for autonomous vehicles. BMW has already demonstrated self-driving vehicles in the United States, and Mercedes-Benz has partnered up with German auto supplier Bosch on autonomous technology. The new legislation allows German car companies to road-test vehicles in which drivers will be allowed to take their hands off the wheel and their eyes off the road to browse the web or check e-mails while the vehicle handles steering or braking autonomously. The legislation requires that a black box record the journey underway, logging whether the human driver or the car's self-piloting system was in charge at all moments of the ride. This will be crucial for apportioning blame in accidents. The driver will bear responsibility for accidents that take place under his or her watch, under the legislation, but if the self-driving system is in charge and a system failure is to blame, the manufacturer will be responsible. The law will be revised in two years' time in the light of technological developments, with data protection and the use of the data collected during rides a key point that has yet to be fully addressed. Companies around the globe are working on prototypes for self-driving vehicles, but such cars are not expected to be available for the mass market before 2020. Volkswagen completes design work on new EV platform

Volkswagen has completed the design work for its modular, MEB platform that's geared specifically for electric-vehicle production, Automotive News Europe says, citing comments Volkswagen development head Frank Welsch made at CES in Las Vegas last week. Additionally, VW's Skoda and Seat divisions may use that platform for their own plug-in vehicle models. VW's Audi division is also considering employing the platform, though adoption by Volkswagen's Porsche unit is unlikely. VW expects to start selling its first model specifically designed as an EV (i.e., not converted from existing conventional models such as the Golf and Up!) by 2020. Welsch added that the MEB platform may be used as a base for updated electrified versions of Golf, Tiguan, and Passat. Meanwhile, Skoda will debut as many as five plug-in models by 2025. Europe's largest automaker is looking to further distance itself from the 2015 scandal that involved software that cheats diesel-emissions testing efforts and has cost the company more than $15 billion in US settlements alone. All told, VW and its divisions expect to debut as many as 30 plug-in vehicle models within the next decade. Volkswagen unveiled its I.D. concept vehicle, which is based on the MEB platform and looks somewhat like the BMW i3 electric-vehicle model, at last year's Paris Motor Show. VW said at the time that the vehicle could go as far as 373 miles on a single charge. Additionally, VW will show off an electric SUV concept model at this year's Shanghai Auto Show, and is unveiling a microbus version of the I.D. concept at the Detroit Auto Show this month.
