Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." Recharge Wrap-up: VW Golf TDI wins green car award, DC buses might go electric

The 2015 Volkswagen Golf TDI has won the award for 2014 Northwest Green Car or the Year. The distinction comes from the Northwest Automotive Press Association during its Drive Revolution event in Portland. Co-chairman of the event, Jeff Zurschmeide, says, "Volkswagen has led the diesel passenger car market for years, and the Golf TDI proves that they're likely to stay on top for a while." The 2015 Golf TDI has 10 more horsepower than the outgoing model, while improving fuel economy thanks to a new engine. It also has a base price $3,000 lower than the 2014 Golf TDI. Read more in the press release below. The BMW i8 gets its laser high-beam headlights from lighting company Osram. The laser lights use half the energy of their LED counterparts, according to BMW, which is important when one is trying to get every last bit of range out of the car's battery. The laser high beams can also reach about twice as far as LED lighting. Because of their brightness, they won't be available on cars sold in the US. In laser-equipped i8s, the laser high beams will not work below 60 kilometers per hour, nor when other lights are detected in front of the vehicle. Head to Automotive News Europe to read more. Renault has delivered a fleet of 30 Kangoo ZEs to Uruguay's government-owned power company, UTE. The electric fleet will allow the company to reduce its CO2 emissions by 36 metric tons, says Renault. 84 percent of Uruguay's electricity comes from renewable sources, with a goal of 90 percent on the horizon. Uruguay aims to get a third of its electricity from wind farms by 2016, meaning these Kangoo ZEs will be powered in no small part by renewable energy. For Renault, "This order is a further sign of the interest in the region for electric vehicles," according to Denis Barbier, Renault's senior vice president, citing previous deliveries in Brazil, Mexico, Argentina and Colombia. Some of the diesel buses, which were first put to work in 2003, are nearing the end of their life cycle, and DC sees an opportunity to make the switch to something a little greener. "Electric has not been a viable option in previous procurements, but now it is," says Will Handsfield, Georgetown Business Improvement District's transportation director. Handsfield is concerned about air quality, and says he also appreciates the long-term stability of electric rates compared to diesel.

Volkswagen names Piech's nieces to supervisory board

Volkswagen was left with two vacancies on its supervisory board after Ferdinand Piech and his wife Ursula were forced out a few days ago, and now it's filled them. Intriguingly, however, both of the new directors are Piech's nieces. The most obvious connection is Julia Kuhn-Piech, a real-estate professional who has sat on the board of VW's Man truck subsidiary since last year. Kuhn-Piech, 34, is the daughter of Ferdinand's younger brother Hans-Michel Piech (and by extension, niece of the ousted chairman). The other seat is being filled by Dr. Louise Kiesling, 57, a designer and daughter of Ferdinand's late older sister Louise Daxer-Piech. Keeping track of the lineage of the Porsche-Piech clan can be confusing, particularly with so many Ferdinands and Louises, but it breaks down essentially as follows: All are descended from Ferdinand Porsche, founder of the eponymous automaker and credited as the designer of the original Volkswagen Beetle. Porsche had a son and a daughter, the latter being Louise Porsche, who married Anton Piech and had four children: Ernst, Louise (mother of incoming board member Louise Kiesling), Ferdinand (the ousted chairman) and Hans Michel, father of the other incoming board member Julia Kuhn-Piech and a board member of both the Volkswagen Group and Porsche SE as well. The Piech and Porsche families control Porsche SE, which holds 50.7 percent of shares in the Volkswagen Group, which in turn owns Porsche the automaker. With all that in mind, appointing other members of the Piech-Porsche clan to the board follows logically enough - particularly since other members of the family helped oust Ferdinand from the chairmanship in the first place. The nominations, incidentally, also help VW increase its proportion of female board members. The two incoming Piechs will join Annika Falkengren of Swedish bank SEB and Babette Frohlich of the same IG Metall union as the board's interim chairman Berthold Huber.
