Recharge Wrap-up: Zero takes electric motorcycles to cop expos, Chevy Volt powers dealership's Internet

Zero Motorcycles will be at three law enforcement conferences this month, including COPSWEST Training and Expo, Los Angeles County Sheriff's Department Law Enforcement Vehicle Test and Emergency Vehicle Product Expo and International Association of Chiefs of Police Expo. Zero will display its recently debuted 2015 line of electric motorcycles at the events including the new FXP, a police-duty version of it FX "Stealthfighter." Volkswagen Group CEO Martin Winterkorn told European regulators that more stringent emissions standards too soon will be a major problem for automakers. He says that such moves could prove "fatal" for an auto industry that is still working to develop cleaner vehicles. "Every gram of CO2 that we save in our European fleet costs our group almost 100 million euros," says Winterkorn, "100 million that we have to invest in advance, without knowing when these investments pay off." When a Detroit Chevrolet dealership lost its Internet connection, it turned to one of its Chevy Volts for a temporary fix. After the regular connection at Buff Whelan Chevrolet went down, it plugged in a Volt showroom model equipped with 4G LTE, and used its connection to resume business. The car can handle up to seven connected devices, so the team used a Malibu to connect the rest of its computers. When a customer asked why the Volt was on, the team explained the whole situation, leading to one impressed customer. Read more at Automotive News. An inside look at VW's new California R&D center

Less than two months ago, the Volkswagen Group opened a new facility in Oxnard, California (about an hour's drive west of Los Angeles). The $27 million investment, touted as Test Center California (TCC), serves as a research and development lab testing emissions for all brands under Volkswagen's umbrella, including its newest member, Porsche. While still not fully operational, we toured the new 64,000-square-foot building last week and had a first-hand opportunity to see just how much work is involved testing engines and meeting increasingly stringent government emissions standards.
Replacing a similar facility established in 1990 in Westlake Village (about 20-minutes east of the new location), our guide explained how Oxnard was chosen for its temperate climate, varied regional terrain for test drives and low altitude. (The area is only a few feet above sea level - a critical parameter when instrument testing emissions.) The new facility is capable of analyzing hundreds of vehicles, prototypes and customer-owned vehicles, annually.
Most interesting to us was the huge stainless steel climate chamber, with a massive four-wheel dynamometer that allows VW to test running vehicles in both scorching desert and freezing climates without ever leaving the building (an Audi Q7 was running in place during our visit). We were also mesmerized by the countless storage tanks and intricate plumbing of chemicals, stored in both liquid and gas states, needed to perform the variety of tests. Lastly, we took a look at Bugatti's service center on the west coast, located completely within the new center. While there were no supercars on site, the facility is equipped with plenty of spare forged wheels (mounted with expensive Michelin PAX tires) and a Veyron-specific repair jig that allows the vehicle to be completely disassembled, if needed. It is a shame that the facility, which set off all of our automotive geek alerts, is closed to the public.

Volkswagen to 'refit' 11 million diesel vehicles [UPDATE]

UPDATE: This post has been updated with an official comment from Volkswagen of America. In response to its devastating diesel-emissions scandal, Volkswagen will ask some 11 million of its customers to report into dealerships to have their diesel-powered vehicles "refitted," Reuters is reporting. According to new CEO Matthais Muller, customers will be asked to report in "in the next few days" for the refit, although it's not entirely clear exactly what the 'refit' entails. Mueller apparently made the announcement during a closed-door meeting with 1,000 of the German company's top managers, although he didn't explain exactly how the emissions-cheating software would be sorted out, or what impact it would have on the performance of mileage of the company's diesel-powered products. It's expected that the refit work will cost VW $6.5 billion, Reuters claims. "We are facing a long trudge and a lot of hard work," Muller allegedly said. "We will only be able to make progress in steps and there will be setbacks." Autoblog reached out to Volkswagen of America to see when American consumers would be asked to report to dealers, what the refit involves, how long it's expected to take to repair all the cars in the US and globally, and what impact this fix will have on the performance and fuel economy of its diesel-powered cars and SUVs. Unfortunately and unsurprisingly, VWoA wasn't too forthcoming. "We don't comment on media speculation on internal meetings," Volkswagen of America spokesman Mark Gillies told Autoblog, adding, "We don't have any information on what the remedy might be at the moment, but we are working on it as a matter of the utmost urgency."
