Winterkorn not under official investigation in Germany

Prosecutors for the state of Lower Saxony in Braunschweig, Germany, are now saying that former Volkswagen CEO Martin Winterkorn is no longer specifically under investigation for his role in alleged fraud related to the automaker's diesel emissions scandal. The lawyers are clarifying that there's no formal inquiry into the exec because there's not yet enough evidence to establish a suspicion of wrongdoing, Bloomberg reports. However, they are still looking into VW's actions. Earlier this week, the prosecutors announced they had begun an initial investigation into Winterkorn for alleged fraud in the emissions regulation evasion. At that time, there were reportedly 12 complaints asking the lawyers to look into the case, including one from VW. Under German law, only a person could be charged for the potential crimes, rather than a whole company. "An initial suspicion must be based on facts, and you must begin an investigation before you can establish the facts," Christoph Schalast, a professor at the Frankfurt School of Finance, said to Bloomberg. Meanwhile in the US, the investigation continues into VW. The Department of Justice has the support from at least two senators to pursue criminal and civil charges against the company. The attorneys general in at least 29 states are also looking into things. Meanwhile, lawyers are building a class-action lawsuit, as well. To help in its defense, the automaker is employing the help of the same firm that defended BP during the Deepwater Horizon oil spill. Related Video:

Carmakers say they 'can't meet' Euro 6 emissions targets

UPDATE: A previous version of this story listed Euro 6 requirements in kilograms per kilometer. This was incorrect. The correct unit is grams of NOx per kilometer, or g/km. The story has been edited accordingly. Well, the timing of this is not good. In the midst of Volkswagen's emissions cheating scandal, the European Automobile Manufacturers Association (ACEA) is claiming it won't be able to hit the stringent Euro 6 nitrogen oxide standards currently slated for the end of the decade. Currently, European legislators are set to begin requiring tougher emissions standards by 2017. Standards would be ramped up until 2020, when all new cars sold across the pond would be required to emit just 0.080 kilograms of nitrogen oxide per kilometer. That's too tough for automakers, though. Citing an "EU insider," AutoExpress reports that automakers are asking for conformity factors, which is a fancy way of saying they want easier standards. The automakers are requesting a conformity factor of 2.75 from 2017 to 2020, and a factor of 1.7 in 2020. What that means is that by 2020, new diesels would be allowed to emit 1.7 times the 0.080 g/km standard, or 0.136 g/km. While that might not be all that bad, if automakers were granted the 2.75 conformity factor, new diesels from 2017 wouldn't even be eligible for today's Euro 5 classification, AE claims. Far and away the most astonishing thing here though, is the way the ACEA is viewing the VW diesel scandal. According to AE, the EU insider said automakers across the pond think there's "a US conspiracy against European diesels." Yep. Volkswagen installed software on millions of vehicles to cheat emissions tests and it's somehow an American conspiracy. That makes loads of sense. To put it simply, automakers don't think their diesels will be able to hit European standards, so they're asking for a break. Whether European legislators go along with it remains to be seen. 2014 Volkswagen Beetle GSR is black and yellow, black and yellow

Way back in 1973, Volkswagen decided it was high time to take the loveable air-cooled Bug racing. No, it wasn't painted in Herbie colors - Volkswagen called its sport-tuned machine the Beetle GSR, "Gelb Schwarzer Renner" or "Yellow Black Racer." Hence, the somewhat shocking paint scheme.
VW is bringing its sporty black and yellow Beetle back for 2014, and you can see live photos of it above. It's got a 210-horsepower turbocharged 2.0-liter four-cylinder engine under the hood (that'd be the hood up front, unlike the car's forebear), and a six-speed manual or DSG automatic transmission sends those ponies to the front wheels. Note that this car's output is up 10 horses on other turbo VWs, and the Jetta GLI and Beetle Turbo for 2013. The 0-60 run takes 6.6 seconds, and top speed is limited to 130 miles per hour.
Besides the in-your-face black and yellow paint, the GSR is outfitted with a large rear spoiler and 19-inch wheels shod with 235/40 tires. The bee-like hue carries over inside, with yellow stitching on black leather. Only 3,500 will be produced, each with its own unique plaque. Pricing has not yet been announced, but you're free to read through the press release below all the same.
