CARB has 20 days to confirm VW's 3.0-liter TDI emission fix

VW's diesel scandal has been in the headlines since last September, but solving the problem it proving difficult. Volkswagen Group has submitted a proposal to the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) to fix about 85,000 vehicles with the 3.0-liter diesel V6 in the US, Reuters reports. CARB now has 20 business days to test if the plan actually reduces emissions. If accepted, VW could finally begin a recall and end the stop sale on vehicles with these engines. In a statement, CARB pledged to, "respond following a thorough and complete review to make sure the plan addresses the presence of the illegal defeat device and follows the necessary environmental, vehicle and public health and safety regulations." Neither CARB nor the EPA outlined the proposed repairs, but Porsche CEO Oliver Blume already suggested the fix for the engine in the diesel Cayenne. Examples from 2013 and 2014 allegedly need a new catalytic converter and software update, and those from 2015 and 2016 only need the improved code. It's not yet clear whether this procedure would work for all models with the 3.0 TDI. While the EPA issued the notice of violation against VW's 2.0-liter four-cylinder diesel in September, the first one for the 3.0-liter V6 came in early November. By the end of the month, the agency broadened the scope to about 85,000 vehicles, including some examples of the VW Touareg, Audi A6, A7, A8, Q5, Q7, and Porsche Cayenne. The affected companies issued stop sales on new models with the engine. Audi eventually admitted to regulators that it didn't disclose three auxiliary emission control devices in the powerplant's code and promised to develop a software update to fix the problem. CARB gave the automaker 45 business days to submit the proposed solution. If accepted, this repair would allow VW Group to end part of the emissions scandal, but there's no guarantee the regulators consent to this solution. Just a few weeks ago, CARB looked at the automaker's plan to fix the 2.0-liter TDI and rejected it, claiming a lack of detail.

BMW, VW partner with ChargePoint for high-speed charging network

To promote their plug-in electric vehicles, a number of electric vehicle makers are working overtime to get a charging infrastructure set up. Tesla is famously setting up a network of Superchargers around the world, and today BMW and VW have announced they are partnering with ChargePoint to install almost 100 DC Fast Chargers up and down the US coasts. Installing additional Level 2 chargers is also part of the plan. The new DC Fast Chargers will offer the SAE Combo connectors, which is available on both the e-Golf and the i3. The fast chargers will have "up to two 50 kW DC Fast chargers, or 24 kW DC Combo Fast chargers," BMW says. They will be installed roughly 50 miles apart between Boston and Washington, DC in the east as well as Portland, San Francisco, Los Angeles and San Diego in the west. The 24-kW DC Fast Chargers will fill up an empty i3 or e-Golf to 80 percent in a half-hour or 3.5-4 hours from the Level 2 cords. Speaking at an announcement ceremony at the Washington Auto Show today, ChargePoint CEO Pasquale Romano said that infrastructure investments like this will get more people to realize that they can use an electric vehicle as their only car, and Jorg Sommer, VP of product marketing and strategy for VW North America, said that it's clear that, "The EV is perfect for the daily driver." The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market.
