EPA message to automakers: You're on notice

With top administrator Gina McCarthy speaking about the "moral obligation for climate action" on Friday, the Environmental Protection Agency announced it would ramp up its oversight of the auto industry in the wake of Volkswagen's emissions cheating. In a letter sent to manufacturers Friday, the agency said it would begin examining cars to see whether they contained defeat devices "in addition to the standard emissions test cycles." "We are putting vehicle manufacturers on notice." Exactly how the agency plans to test for these devices – which are not devices per se, but algorithms contained in millions of lines of software code that govern vehicle functions – remains unclear. Christopher Grundler, the director of the EPA Office of Transportation and Air Quality, divulged few details in how the agency would uncover so-called defeat devices used by cheaters. "Not today – or actually ever – I'm not going to be describing what new ways we'll be using to detect these defeat devices." Later, he said engineers will have to "come up with some clever ways to do this." The only insight he offered was that the EPA, California Air Resources Board, and Environment Canada would partner on testing more cars for emissions and anomalies. Grundler also said the EPA would diversify its testing fleet. In addition to relying on vehicles provided by manufacturers, the federal agency will now also borrow cars from "private citizens" and utilize rental cars for tests. "We are putting vehicle manufacturers on notice," he said. Joint investigations between EPA and CARB have "been very successful in protecting human health and the environment," said Janet McCabe, the agency's acting administrator in the Office of Air and Radiation. "But we also know, and the Volkswagen violations before us now make it clear, we need to adapt and step up our oversight." That may include an increase in on-road testing in addition to the five emissions tests now more relied upon. The EPA owns and maintains 23 portable emissions-monitoring systems like the one used by West Virginia University researchers who first detected elevated levels of nitrogen oxide emissions from two Volkswagen diesel vehicles. Right now, they're almost exclusively deployed to monitor emission from heavy-duty vehicles, whose NOx emissions "dwarf" the amount produced by light-duty vehicles, which produce less than 2 percent of the total, according to the agency's figures.

Audi could enter F1 with McLaren partnership

HAMBURG — Audi's supervisory board will discuss on Wednesday ways for the company to enter Formula One, including via possible partnership with McLaren Automotive, two sources told Reuters on Tuesday, adding no decision has yet been made. The board of Volkswagen, which owns Audi, discussed the matter of getting a foot into the Formula One market at a meeting last week, said two sources who declined to be named. Audi CEO Markus Duesmann and Porsche CEO Oliver Blume were known as "ardent fans of Formula One", one source said. McLaren Automotive on Monday denied a report that Audi had bought the British luxury sportscar maker, but left the door open to technological collaboration "with relevant partners and suppliers." A spokesperson for Audi told Reuters it was "looking at various cooperation ideas" but did not confirm whether it was discussing a possible sale with McLaren. Acquiring the carmaker would put a second supercar in Audi's books alongside Lamborghini, which it has owned since 1998. German publication Automobilwoche reported on Sunday that Audi was particularly interested in the Formula 1 division. Volkswagen Tiguan arrives with chiseled looks, GTE plug-in model [w/video]

After a long run, Volkswagen has finally retired the first-generation Tiguan crossover in favor of the larger, more chiseled second-generation model. The new compact is longer, wider, and lower than the more upright CUV that came before it. Yet, as we covered in our original post, the new Tig is also over 100 pounds lighter. The bodywork is conservative but handsome; typical of newer VWs. We see plenty of Passat and Touareg in the fascia, which features a three-bar grille that integrates neatly with the slightly canted, rectangular headlights. The beltline looks higher than today's Tiguan, and sits below a more aggressive greenhouse, which is a welcomed change after the soft, crossovery looks of the last-gen model. While VW has only released European powertrain options – there are eight engine options, split evenly between gas and diesel and boasting anywhere from 123 to 237 horsepower – we'll expect a far smaller roster for the US. Look for VW's familiar 2.0-liter, turbocharged four-cylinder to feature prominently in both front- and all-wheel-drive models, while we're personally hoping VW will see the light and offer a 2.0-liter TDI Tiguan. Of course, there's more than just gas and diesel for the new Tiggy. The all-new GTE model promises plug-in capability. Expect 31 miles of electric range and 215 system horsepower. There are even solar panels on the roof which could generate up to an extra 600 miles per year of driving range.
