CARB has 20 days to confirm VW's 3.0-liter TDI emission fix

VW's diesel scandal has been in the headlines since last September, but solving the problem it proving difficult. Volkswagen Group has submitted a proposal to the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) to fix about 85,000 vehicles with the 3.0-liter diesel V6 in the US, Reuters reports. CARB now has 20 business days to test if the plan actually reduces emissions. If accepted, VW could finally begin a recall and end the stop sale on vehicles with these engines. In a statement, CARB pledged to, "respond following a thorough and complete review to make sure the plan addresses the presence of the illegal defeat device and follows the necessary environmental, vehicle and public health and safety regulations." Neither CARB nor the EPA outlined the proposed repairs, but Porsche CEO Oliver Blume already suggested the fix for the engine in the diesel Cayenne. Examples from 2013 and 2014 allegedly need a new catalytic converter and software update, and those from 2015 and 2016 only need the improved code. It's not yet clear whether this procedure would work for all models with the 3.0 TDI. While the EPA issued the notice of violation against VW's 2.0-liter four-cylinder diesel in September, the first one for the 3.0-liter V6 came in early November. By the end of the month, the agency broadened the scope to about 85,000 vehicles, including some examples of the VW Touareg, Audi A6, A7, A8, Q5, Q7, and Porsche Cayenne. The affected companies issued stop sales on new models with the engine. Audi eventually admitted to regulators that it didn't disclose three auxiliary emission control devices in the powerplant's code and promised to develop a software update to fix the problem. CARB gave the automaker 45 business days to submit the proposed solution. If accepted, this repair would allow VW Group to end part of the emissions scandal, but there's no guarantee the regulators consent to this solution. Just a few weeks ago, CARB looked at the automaker's plan to fix the 2.0-liter TDI and rejected it, claiming a lack of detail.

Winterkorn not under official investigation in Germany

Prosecutors for the state of Lower Saxony in Braunschweig, Germany, are now saying that former Volkswagen CEO Martin Winterkorn is no longer specifically under investigation for his role in alleged fraud related to the automaker's diesel emissions scandal. The lawyers are clarifying that there's no formal inquiry into the exec because there's not yet enough evidence to establish a suspicion of wrongdoing, Bloomberg reports. However, they are still looking into VW's actions. Earlier this week, the prosecutors announced they had begun an initial investigation into Winterkorn for alleged fraud in the emissions regulation evasion. At that time, there were reportedly 12 complaints asking the lawyers to look into the case, including one from VW. Under German law, only a person could be charged for the potential crimes, rather than a whole company. "An initial suspicion must be based on facts, and you must begin an investigation before you can establish the facts," Christoph Schalast, a professor at the Frankfurt School of Finance, said to Bloomberg. Meanwhile in the US, the investigation continues into VW. The Department of Justice has the support from at least two senators to pursue criminal and civil charges against the company. The attorneys general in at least 29 states are also looking into things. Meanwhile, lawyers are building a class-action lawsuit, as well. European Union Industry Commissioner Elzbieta Bienkowska is demanding that Volkswagen compensate owners of cars affected by the diesel emissions scandal. She says European customers should receive the same goodwill compensation as American drivers, whom VW is providing with $1,000 worth of recompense. "The issue of compensation goes beyond the difference in the legal setup between the US and the EU and plays a fundamental role in viewing VW as a responsible and trustworthy company," says Bienkowska in a letter to Volkswagen CEO Matthias Mueller. Bienkowska has also requested detailed data about the vehicles and "corrective measures" VW is planning. Read more from Automotive News Europe. Mercedes-Benz will equip its plug-in vehicles with higher-capacity batteries as it expands its electric model range. While the PHEVs it has released so far have electric driving ranges between 14 and 20 miles, better batteries should extend that range starting around model years 2018 or 2019. After releasing a slew of plug-ins by the end of next year, Mercedes-Benz development director Dr. Thomas Weber says, "The next-generation vehicle will overcome the 30-km to 50-km hurdle and then the next generation after that will be 80-100 km when they run as pure electric cars." The batteries for the vehicle based on the Audi E-Tron Quattro concept (perhaps to be called the Q6) will also be built at the Brussels plant when production begins in 2018. With this announcement comes news that production of the A1 will shift from Brussels to Martorell, Spain, while Q3 production will move from Spain to Gyor Hungary.
